This siding should be compatible with the original <br />size and style and with the materials of other buildings in the district. <br />Prohibited <br />Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used <br />Not Recommended <br />Glass blocks should not be used. Concrete block should not be used for anything other than foundations. <br />C. SHEDS AND ACCESSORY BUILDINGS <br />Required <br />Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, <br />children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving <br />historical relationships between the buildings, landscape features, and open spaces. Proportions and materials shall conform to <br />those required for new construction. <br />Recommended <br />Accessory building designs should be compatible in character and mood to the residence and the neighborhood. <br />Prohibited <br />Prefabricated metal sheds shall not be used. <br />Not Recommended . <br />Prefabricated wood composition sheds should not be used unless they conform to all other standards. <br />STAFF RECOMMENDATION: The staff recommends approval. <br />Elicia Feasel, Executive Director <br />Deb Parcell, Deputy Director <br />Representative requested permission to wrap overhead doorjamb casing with aluminum coil <br />stock; outside trim would be LP Smart Side. Following discussion, commission recommended <br />against use of aluminum. <br />Commissioner Parker moved to approve application as submitted. Seconded by Commissioner <br />Gordon. Five in favor, none opposed. <br />Vote: 5 — 0 <br />COA#2016-1013B Approved. <br />III. HEARING OF VISITORS — <br />A. Dave Matthews, Matthews LLC, 215 East Colfax Avenue, South Bend, Velvet <br />Canada, 106 South Niles Avenue, South Bend — informational presentation of proposed <br />mixed-use development along the East Bank, adjacent to Commerce Center. Project is on <br />the November 14 City Council meeting agenda. <br />IV. REGULAR BUSINESS <br />A. APPROVAL OF MINUTES <br />1. September 19, 2016 — Approved by general consent. <br />B. TREASURER'S REPORT <br />1. Location Report — Distributed. Executive Director Feasel reported 1000 fund <br />and 4103 fund are balancing as year-end approaches. Overage in deputy director <br />line ($7316.34) to be moved via out -of -line transfer to other contractual services. <br />Petitioning county council to add this to their next agenda. If this out -of -line <br />transfer request could be ratified by the commission, it could go forward as a <br />request for the county. President Klusczinski moved to empower staff with <br />discretionary authority to make the transfer out -of- line from the deputy director <br />salary to lines deemed appropriate within commission -approved budget. <br />Seconded by Commissioner Parker. Five in favor, none opposed. <br />ON <br />
