Commissioner Buccellato moved to deny application as submitted. Seconded by Commissioner <br />Parker. President Klusczinski clarified that votes in the affirmative will support the motion to <br />deny the application and reminded the members to state their reasons when voting. Roll call was <br />ordered. <br />Molnar (Nay) — I see someone who has put a lot of money into a house and are trying to make it <br />livable, and better for the neighborhood. I understand there are questions about the material. The <br />products look very similar, though they may behave differently over time. I believe the important <br />thing with historic preservation is architectural integrity. This product would retain architectural <br />integrity. <br />Gordon (Aye) — Material does not fit with the guidelines for the neighborhood. <br />Klusczinski (Aye) — Material is not compatible with other material chosen for the house. It is not <br />in keeping with standards and guidelines for the district. It is not endorsed by the National Park <br />Service/Secretary of the Interior. It is not endorsed by the state DNR/DHPA. True wood material <br />choice is available; that is an achievable goal that would do more in keeping the character and <br />preserving the architectural integrity of the house. <br />Parker (Aye) — Wood would retain the architectural integrity of the home. Using this product <br />would change the rating of the house from "Outstanding". <br />Buccellato (Aye) — Guidelines clearly state like material should be used. <br />Four in favor, one opposed. <br />Vote: 4 —1 <br />COA#2016-0913 Denied. <br />2. 1704 Wayne Street COA#2016-1003C East Wayne Street <br />Representation by Brenda Bickel, 1704 Wayne Street <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 3 October 2016 <br />Application Number: 2016-1003C <br />Property Location: 1704 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Split Level/1953 <br />Property Owner: Brenda and David Bickel <br />Landmark or District Designation: East Wayne Street <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 1704 East Wayne is a two storey frame home with a brick facade on the first storey <br />and vinyl "clapboard" siding on the second storey and the remaining three sides of the house. The house has a rectangular plan. <br />The gable roof is covered with asphalt shingles and simple raking trim. The first storey has a large front picture window with <br />double 4 light casements in wood frames with limestone sills. There are paired 4 light casements on the 2nd floor. There is a side <br />brick chimney. The entry has a shed canopy supported by turned wood columns and railings set upon a concrete stoop. There is <br />one storey gable roof side wing. There is a detached garage with siding and a gable roof with asphalt shingles. <br />ALTERATIONS: The wrought iron posts and railings have been replaced with wood. The vinyl siding on the three sides of the <br />house and second storey on the front of the house as well as the vinyl wrapping of all of the windows have been added. All of the <br />windows, except the picture window, have been replaced with COA#2009-0706C. The front entry door and back west entry door <br />were replaced with COA 2009-120713. The roof on the house was replaced with COA 2014-050213. COA 2015-1005C approved <br />replacement of south back patio door with Andersen inswing Frenchwood patio doors. <br />APPLICATION ITEMS: Replace picture window on north side of house. Keeping the same opening. Anderson Picture <br />window with 400 Series gliding/slider window on each side. Same grid pattern. Picture window has lost its seal. <br />DESCRIPTION OF PROPOSED PROJECT: As the existing picture window on front fagade of house has experienced seal <br />failure, the homeowner proposes to replace it with 400 Series exterior vinyl -clad wood picture window, flanked by 400 <br />Series slider/gliding windows on each side. The slider/gliding windows will have the same grid pattern as the existing <br />window. <br />PRESERVATION SPECIALIST REPORT: On October 3, 2016,1 visited the property at 1704 E Wayne St located in the <br />East Wayne Local Historic District. The owners had applied for a COA to replace the front picture window and the operable <br />casement window on either side. <br />Upon investigation from the outside, the windows are metal. The windows are all in desperate need of re -glazing. The casements <br />are painted shut. A small scratch indicated at least 3 heavy layers of paint. The paint has completely defeated the purpose of the <br />water chases that are an integral part if the window's design. There is a settling that has rendered the windows out of square. <br />3 <br />
