STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: December 5, 2016. <br />Application Number: 2016-1205 <br />Property Location: 812 Golden <br />Architectural Style/Date/Architect or Builder: American Foursquare/1911 <br />- Property Owner: Tim & Leticia Morris <br />Landmark or District Designation: Riverside Drive LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The 2 story frame house has a square plan and is set upon a <br />concrete block foundation. It has a high hip roof with a gable projection on the main fagade and it is <br />covered in asphalt shingles. The walls are aluminum sided. Some of the upper floor windows and the <br />front fagade windows appear to be original 1/1 wood double -hung. All the windows have aluminum <br />storms. There is an open porch with concrete block pillars and piers with wood Doric columns. The front <br />door appears to be original. The house is situated on a very small wedge-shaped lot with a narrow front <br />and side yard; the garage completely dominates the rear yard. <br />ALTERATIONS: The house is aluminum sided and all windows have aluminum storms. The steel <br />security door at the rear of the house is a replacement. The garage appears to be original. The storm <br />door is not original. The south kitchen window has been reduced in size and replaced with a modern <br />vinyl replacement window (1985). A south basement window has been replaced with a vinyl replacement <br />window and the other south side basement window has a deteriorating aluminum storm and wood <br />window. A window at the rear of the house has been removed and/or covered with aluminum siding <br />(1985). The roof was replaced with COA 2007-0316. COA 2010-0802A for vinyl replacement windows <br />was denied with the exception of the front third floor window, as it was determined by the Preservation <br />Specialist that existing windows could be repaired and/or rehabilitated. COA 2016-1019 approved tear <br />down of existing garage, and conditional approval of installation of a new wood deck and French doors <br />(replacing windows) at back side of house; removal and replacement of existing wood windows was <br />denied. <br />APPLICATION ITEMS: Windows <br />DESCRIPTION OF PROPOSED PROJECT. Owner proposes removal of seven existing first floor <br />windows: four in living room to be replaced with Andersen 200 Series exterior vinyl -clad double -hung <br />wood windows with Colonial "Grilles -Between -the Glass", and three in dining room to be replaced with <br />P1yGem Contractor Series 2000 vinyl double -hung replacement windows. Reasons for replacement are to <br />"increase energy efficiency and safety, and because windows are believed to have too many problems to <br />justify the cost of repair." Andersen vinyl -clad wood windows were chosen for the front of the house, <br />visible from the street; P1yGem vinyl windows for the dining room as they are not visible from the street <br />and face the neighboring house, which is situated extremely close to this property. <br />PRESERVATION SPECIALIST REPORT: <br />I met with Tim Morris the owner of 812 Golden Ave at his address located in the Riverside Drive Local <br />Historic District. I had received an email from Director Feasel in response to a call from Mr. Morris. We <br />walked around the interior and exterior of the house discussing the condition of his existing windows and <br />his plans to remodel the back yard and remove the extremely small garage. <br />
