Certificate of Appropriateness Application <br />Bartlett Street Roundabout Project Description (114-032b): <br />The Bartlett Street Roundabout project, located north of Memorial Hospital and between Lafayette <br />Boulevard and Riverside Drive, consists of the realignment of Bartlett Street from Lafayette Boulevard to <br />Michigan Street, the construction of a new roundabout north of the Bartlett Street and Michigan Street <br />intersection, realignment of Bartlett Street from Michigan Street to St. Joseph Street, installation of a <br />new storm sewer system with an outfall structure into the St. Joseph River, new street lighting, and <br />landscaping. <br />This project has been separated into two phases. The first phase, current under construction, includes <br />site and roadway improvements from Lafayette Boulevard and North Main Street. The second phase, <br />currently under design, includes site, roadway, and roundabout improvements, from North Main Street <br />to Riverside Drive. <br />The center of the proposed roundabout is approximately 110 feet north of the current intersection. <br />Portions of the eastern half of the roundabout and the eastern leg of Bartlett Street will extend into <br />Leper Park (refer to attached drawings). The affected area of Leper Park is approximately 0.6 acres. 16 <br />existing trees are to be removed due to the location of the roundabout, roadway and anticipated <br />construction limits. <br />Site improvements and materials will consist of the following: <br />1. Roundabout and Streets: The roundabout and street will be a constructed with portions consist <br />of either asphalt or concrete pavement. <br />2. Sidewalks: Concrete pavement will be utilized for sidewalks. Crosswalks within the roundabout <br />will be brown colored integral concrete. <br />3. Splitter Islands: The splitter islands within the approaches to the roundabout will consist of <br />concrete brick pavers or similarly colored concrete pavement. The bricks are to be Unilock Eco- <br />Priora, Heritage Brown, or approved equal. The material is to match brick pavers that has been <br />installed along Lafayette Boulevard in the downtown area and along Jefferson Boulevard near <br />Howard Park. <br />4. Roundabout Concrete Apron: The concrete apron within the roundabout will be a colored <br />concrete pavement with colors matching the crosswalks. <br />5. Streetlights: New decorative street lights will be installed along Bartlett Street from Lafayette <br />Boulevard to St. Joseph Street, and along Michigan Street from Park Lane to Navarre Street. The <br />proposed street lights match the existing lights that were previously installed on Bartlett Street. <br />The color of the street lights will be black. Please refer to the attached cut sheet. <br />6. Landscaping: New street trees will be installed along the east side of Michigan Street north of <br />the proposed roundabout. The proposed street trees is to be 'Skyline' Honeylocust to match the <br />existing trees on the east side of Michigan Street. All areas within Leeper Park disturbed by <br />construction activities will be regraded -and new turf will be installed. <br />7. Utilities: The proposed roadway alignment and location of the roundabout will required the <br />relocation of existing utilities including electric and cable. The existing overhead and <br />underground AEP electric and Comcast cable utilities that run through the north -south alley <br />located between Michigan Street and St. Joseph Street are to be relocated.
