Landmark or District Designation: Chapin Park <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This is a 2 '/2 storey house set upon an irregular square plan foundation. Roof is a <br />central pyramidal hip intersected by numerous hip and gable dormers, all covered in asphalt shingles. Foundation is brick. Walls <br />are 3" wood clapboard with a bell cast at second floor. There is a full width front porch with a low hip roof, with a pediment bay <br />entry supported by slender fluted wood columns. <br />ALTERATIONS: Aluminum storm windows are installed. Front porch rails and stairs have been replaced without a COA. <br />APPLICATION ITEMS: Change porch steps. Handrailings. Remove front landscaping. Replace with brick patio. Replace <br />sidewalk in front of house. Install short wall in front of patio. <br />DESCRIPTION OF PROJECT: HPC Preservation Specialist observed the project in process on September 15, see report. All <br />original front porch rails have been removed, including at the stairs. They have been replaced with a taller wood rail of a different <br />style. Front porch stairs have been replaced with new wood stairs, splitting the original width of the stairs into two. A wood rail <br />has been added in between the two new sets of stairs. A new water feature has been installed at the ground level in between the <br />two new sets of stairs. The front landscaping has also been removed in which the owner proposed to install a brick patio with a <br />short wall in front of the patio at the sidewalk. Sidewalk to be replaced with new concrete in-kind. <br />CHAPIN PARK LOCAL HISTORIC DISTRICT GUIDELINES AND STANDARDS <br />II. EXISTING STRUCTURES <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or <br />are covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, <br />brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping <br />with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the <br />building's historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the <br />architectural or historical character of the building. <br />Prohibited <br />Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; <br />if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. <br />Not Recommended <br />Original porch details should not be replaced with materials representing a different period or style from the original. <br />STAFF RECOMMENDATION: Staff does not recommend approval of the rails, stairs or patio. <br />Elicia D. Feasel <br />Deputy Director <br />On a motion by Tom Gordon with a second by Michele Gelfman to deny application as <br />presented. <br />Vote: 7 — 0 unanimous. <br />Jennifer Parker: Historical inaccuracy and incomplete application. <br />Tom Gordon: Too far from anything that would be appropriate on this house in this district and <br />we don't really have any description of the other work to be done to the front of the home outside <br />of the steps. <br />Mike Voll: Outside the standards and guidelines of Chapin Park district. <br />Timothy Klusczinski: The project as it was completed prior to obtaining a COA could also be in <br />violation of a Building permit. It is in conflict with the standards and guidelines for the district <br />and the owner has expressed a willingness to correct the work and I think that should be noted <br />and every opportunity to work with the homeowner to get this back on track should be done. <br />Kevin Buccellato: Not enough documentation for the flatwork and the aesthetics of the <br />components that have been modified are not in keeping with the character of the house. <br />Michele Gelfman: The structures that have been changed are not in line with the Chapin Park <br />district guidelines and also that the change of the front landscaping where the patio is is also not <br />proper. <br />Brandon Anderson: Incomplete application, inappropriate architectural elevation and changes to <br />the historic detail. <br />COA#2015-0916B Denied. <br />_ B.
