CALL TO ORDER <br />President Klusczinski called the meeting to order at 7:00 p.m. <br />Members Present: Timothy S. COA#2015-0806A Lincoln Way East <br />Representation by Pamela Myers, City of South Bend <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 9 September 2015 <br />Application Number: 2015-0806A <br />Property Location: 1521 Ottawa Court <br />Architectural Style/Date/Architect or Builder: Gable Front/1902 <br />Property Owner: Vacant and Abandoned <br />Landmark or District Designation: Lincoln Way East <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey frame gable front covered in vertical aluminum siding. The <br />foundation is rough hewn block. The gable roof and gable dormers have asphalt shingles. The front porch is poured concrete <br />with metal supports. The storm door is aluminum and the boarded windows had aluminum storms over 1/1 double hung <br />windows. There is an exterior wooden stairway and landing leading to the second floor. <br />ALTERATIONS: All of the exterior finishes are not original to the house nor is the exterior stairway. The interior has been <br />stripped and walls ripped out. <br />APPLICATION ITEMS: Demolition of Property as part of blight elimination program. Property has an affirmed demolition <br />order. <br />DESCRIPTION OF PROPOSED PROJECT. Demolition of the building then landscaping the vacant lot. <br />STANDARDS AND GUIDELINES: <br />V.GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is <br />the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as <br />historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation <br />Commission for safekeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval. This non-contributing building that became an attractive nuisance <br />after the owners abandoned the property when it was broken into and vandalized.
