STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 06.05.2013 <br />Application Number: 2013-0605 <br />Property Location: 510 S. St. Joseph <br />Architectural Style/Date/Architect or Builder: American Foursquare/1894 <br />Property Owner: Mike Baxter <br />Landmark or District Designation: Taylor's Field <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 2 storey plus attic irregular plan on stone <br />block foundation. Siding is wood shingles. Roof is a hip with hip dormers on sides, <br />covered in asphalt shingles. A full front entrance porch features a side enclosure and a <br />second storey porch is centered in front. Windows are 1/1 double hung. <br />ALTERATIONS: A side entrance has been added. A large concrete block addition has <br />been added on back (east) side. <br />APPLICATION ITEMS: Re -roof entire house. <br />DESCRIPTION OF PROPOSED PROJECT:, A&M Home Services will be removing <br />three layers of shingle including the original cedar and re -decking. The existing asphalt <br />shingles are 3 -tab, they will be replaced with architectural shingles in slate color. A <br />skylight in'the rear is leaking and will be replaced in-kind. They would like to enclose <br />the internal gutters that are not functioning and are causing the soffit to rot, proposing to <br />install 5" aluminum seamless gutters and downspouts around the entire house. <br />Additionally, they intend to reposition the rear block addition's flat roof that has sunk and <br />is causing rot, to have a 4/12 pitch. The Building Department mistakenly issued a permit <br />without the COA. <br />TAYLOR'S FIELD STANDARDS AND GUIDELINES: <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass all the various designs found in residential structures: <br />hipped, gable, gambrel, flat and combinations of these. Roofs are covered with a variety of <br />materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences <br />in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl or <br />aluminum -sided houses are covered with the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which <br />give the roof its essential character shall be retained, including dormer windows, cupolas, <br />cornices, brackets, chimneys, cresting and weather vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof should be restored. Particular <br />effort should be made to retain materials such as slate, tile and other unique materials not <br />commonly found in new construction. Roof covering which is deteriorated beyond repair should <br />be replaced with new material that matches as closely as possible the original in composition, <br />size, shape, color and texture.
