STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 3 July 2013 <br />Application Number: COA#2013-0628B <br />Property Location: 230 E. Navarre <br />Architectural Style/Date/Architect or Builder: Dutch Colonial Revival/1928 <br />Property Owner: Jerid Wireman <br />Landmark or District Designation: River Bend <br />Rating: Omitted in the 2005 Survey <br />DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey house with a rectangular plan set upon a <br />brick foundation. The gambrel roof has almost full length front and back shed dormers that are all <br />covered with asphalt shingles. The windows are 6/1 double hung on the second storey with first storey <br />casements in the cast side, a multi pane fixed window on the east part of the front facade and multi pane <br />quarter round in the attic storey. Some of the windows appear to have storm windows. A number of the <br />windows have been boarded tip. The walls are aluminum sided with corner boards. There is a small front <br />porch with concrete steps with brick that has a gable roof overhang with wood supports. There is a two <br />car jerkin head roof garage that is aluminum sided set on a concrete foundation. The house was recently <br />on the demolition list, but the new owner has until 30 August 2013 to perform the necessary exterior work <br />required by Code. <br />ALTERATIONS: The aluminum siding, storm doors and storm windows are not original to the house. <br />The wood support of the porch roof is temporary solution as are the boarded up windows. There is a <br />wood deck and stairway in the rear that was added. The front porch has been altered in that the brick <br />wing walls noted in the 1995 survey card are missing. <br />APPLICATION ITEMS: Replace porch supports and railings. Replace storm doors. Remove <br />aluminum siding and either paint or replace with vinyl siding. Storm windows will be replaced with <br />either wood or vinyl to match house siding. Replace leaking metal casement windows in addition with <br />wood or vinyl double hung 6/6 to match the body of the house. Replace garage doors with either wood or <br />vinyl to match the house. Remove rear deck and restore rear fagade and door. Remove dead tree on <br />property line and also tree stump in front of house. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to rebuild the front porch to <br />resemble the picture of a colonial porch. He will use treated lumber, treated posts, handrails and the <br />lumber will be painted. He also proposes to add treated lumber railings and square spindles on the roof of <br />the sunroom on the east side of the house. The lumber will also be painted. He will also be adding new <br />storm doors. The front storm door and the balcony storm, door will be full view per attached Andersen <br />image. The rear will be a divided self storing storm door per attached Andersen brochure image. He also <br />wishes to remove the aluminum siding and if the wood siding underneath can be restored, he will restore <br />it and paint. If it can not be restored then lie would like to apply vinyl siding to match the original reveal <br />and features. He wishes to remove the leaking metal casement windows in the sunroom and replace with <br />6/6 double hung Jeld Wen windows in either wood or vinyl depending upon the treatment of the body of <br />the house. He also wished to replace the garage doors with Clopay Gallery Colonial style doors in the <br />Gallery collection per brochure image. He also wants to remove dead tree stumps on property lines and in <br />the front yard. <br />
