STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: - 4 October 2011 <br />Application Number: 2011-0929 <br />Property Location: 1321East Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1930/H.R. Stapp <br />Property Owner: Bridget and Tom Keller <br />Landmark or District Designation: East Wayne Street <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: The home at 1321 E. Wayne South has a 2 storey frame construction that is faced <br />with brick on `Z" plan. The house has a gable roof with gable returns, simple entablature and dentil row with asphalt shingles. <br />The windows on the main body of the house are 6/1 double hung sashes with flat arch lintels with keystone and cast concrete sill. <br />The windows have wood paneled and louvered shutters with cut-out tree motif. The house has a gable entry with an arch under, <br />entablature and dentil row in gable rake supported by square box columns. The porch is brick and the entryway has a paneled <br />door with sidelights and a wood sunburst pattern fanlight. There is an aluminum sided shed roof addition on the one storey wing <br />at the rear. There is a 2 car 2 door brick gable roof garage with asphalt shingles. <br />ALTERATIONS: The rear shed addition was constructed in 1987. A 6' privacy fence was installed in 1998 with COA 1998- <br />0316. <br />APPLICATION ITEMS: Remodel of existing attic into new living spaces. Exterior work included the addition of (3) new <br />dormers on the South (street) side of the house. Also included is the removal and replacement of roof shingles on the South side <br />of the house for dormer installation. <br />DESCRIPTION OF PROPOSED PROJECT. The Kellers propose to install three new dormer windows into the attic space. <br />The new dormers will allow daylight and fresh air into the attic spaces and will create areas of flat ceiling 7' high to relieve the <br />otherwise sloped surfaces. Each dormer is sized to accommodate a casement window that meets emergency egress requirements <br />while remaining stylistically sympathetic to a home designed in the 1920s. The dormers will be rough frames with standard 2x4 <br />construction and will be clad with painted cedar siding and trim. The dormer roof shingles as well as new shingles for the south <br />side of the house will match existing asphalt shingle roof. See attached documentation and elevations. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure constructed within the boundaries of the historic district, or any new <br />addition to an existing building. New construction should be designed considering the appearance of the other buildings in the <br />neighborhood. <br />A. HEIGHT AND PROPORTION <br />The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few <br />story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. <br />Required <br />
