CALL TO ORDER: <br />President Klusczinski called the meeting to order at 7:03 p.m. <br />Members Present: Timothy S. PUBLIC HEARING: <br />A. CERTIFICATE OF APPROPRIATENESS <br />Chair revision to agenda of an additional COA 2011-0120. Motion by Jerry Niezgodski with a <br />second by Dave Steinhauer. Vote 5-0. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12 January 2011 <br />Application Number: 2011-0105 <br />Property Location: 216-218 West Washington <br />Architectural Style/Date/Architect or Builder: Late Gothic Revival/1929/Austin&Shambleau <br />Property Owner: Hebard&Hebard <br />District Designation: Local Landmark/DTSB Multiple Resource National Register District <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: South Bend's first "skyscraper' and the only building of its kind in <br />South Bend that also illustrates the influence of the Chicago Tribune Tower competition. The 12 storey Gothic <br />structure is faced with tensa cotta and marble on the north and east facades and brick on the west and south. The first <br />two floors of the structure are treated as its base. The main entrance on the Washington street faced, which extends the <br />height of both floors is a round -arched opening. The doorway has a bronze spandrel topped with Gothic motifs and a <br />diamond paned window in the tripartite round arch of the tympanum. The third floor acts as a transitional floor from <br />the base to the pier -and -spandrel construction of the upper floors with a perpendicular style, false arcaded loggia. The <br />I Uh and 11`h floors from the capital of the building: gargoyles are located on three comers of the 10h floor, the 1 I and <br />12`h floors are set back with chamfered comers; and a crenellated roof tops the building. <br />ALTERATIONS: The terra cotta on the east side of the building has been compromised by changes in signage over <br />the years. The Commission has always mandated to previous owners that the signs be attached to the building in the <br />mortar joints. This mandate was not followed in the past. <br />APPLICATION ITEMS: Installation of new single faced 3' X 8'X 4" thick aluminum sign with Push Thru Acrylic <br />copy, internal LED illumination <br />DESCRIPTION OF PROPOSED PROJECT: Hebard & Hebard have engaged Vanadco Signs to create and install <br />a sign for Hebard and Hebard Architects. It will be an all aluminum cabinet and face panel. The routed aluminum face <br />will have 5/8" thick clear acrylic push through lettering with a white and red 3M translucent 2nd surface applied vinyl. <br />The 3'X 8" X 4" sign will have interior white LED illumination. The sign will be installed with anchors through grout <br />joints; existing electrical conduit left from previous tenant will be utilized. <br />STANDARDS AND GUIDELINES: <br />F. Signs <br />No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super graphics will <br />also be disallowed. Only one appropriate identifying sign will be permitted per business. <br />
