... <br />1 <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 10, 2010 <br />Application Number: 2010-0607B <br />Property Location: 81.4 Arch <br />Architectural Style/Date/Architect or Builder: Dutch Colonial/1920 <br />Property Owner: Gerald Kania, Jr. and Hyun-Soon Lee-Kania <br />Landmark or District Designation: Edgewater <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This is a two storey Dutch Colonial with a rectangular plan <br />set upon a pour concrete foundation with brick veneer. The first storey is brick and the second storey is <br />aluminum sided. There is an asphalt shingle covered roof with a central gable with end walls decorated to <br />appear as a gambrel. There is a bracketed pediment entry roof over the stoop. <br />ALTERATIONS: There are aluminum siding and storms on the second floor. The front door was <br />replaced with COA#2007-0507. The aluminum storm door is not original. The deck and railings over the <br />sun porch were replaced with COA#1997-0714.2. There are aluminum storms on the sun porch and two <br />complete window replacements on the rear east side of the house. The garage door appears to be a <br />replacement. The 12" concrete square front walkway is not original to house. <br />APPLICATION ITEMS: Replacement of roof, removal of old asphalt roof, replacing with <br />architectural shingles. Replacement of 3 tab to an arch. Shingle. Complete tear off and replacement.. <br />DESCRIPTION OF PROPOSED PROJECT: This project is a complete tear off of all roofing <br />inaterials and the 3 tab asphalt shingles and re -roofing with architectural. shingles. <br />STANDARDS AND GUIDELINES: <br />EDGENVATER <br />B. ROOFS AND ROOFING <br />Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. <br />Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses <br />have aluminum covered facias. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the <br />roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be <br />retained. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should <br />be made to retain materials such as slate, the and other unique materials not commonly found in new <br />construction. Roof covering which is deteriorated beyond repair should be replaced with new material <br />that matches as closely as possible the existing or original in composition, size, shape, color, and <br />texture. -- _-- <br />Prohibited <br />Nothing shall be done to change the essential character of the roof by adding architectural features or <br />roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural <br />features important to its character. <br />Not Recommended <br />If aluminum or vinyl siding is added to a building, overhanging eaves and gables should not be covered <br />or enclosed. <br />STAFF RECOMMENDATION: The Office was called with a report from a neighbor that work was in <br />progress without a COA or building permit. Staff immediately followed up on the report and the <br />homeo«ner and contractor came in and applied for the COA that day. Work was not stopped on this <br />
