STAFF REPORT <br />CONCERNING APPI.ICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 8, 20.10 <br />Application Number: 2010-0607 <br />Property; Location: 317 La Monte Terrace <br />Architectural Style/Date/Architect or Builder: Dormer Front Bungalow/.1907 <br />Property Owner: Abigail and Neal Wozniak <br />Landmark or District .Designation: Chapin Park <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey wood shingled home is set upon a square <br />brick foundation. The asphalt shingle roof has side gables with large hip roof dormer in from with <br />pilasters at the corners and in the Huddle. There is a full width front porch with shingle covered square <br />supports and solid rail. The windows are 1/1 double hung with moulded entablatures. There is a wood <br />panel front door with single light and a wood storm door with divided light. <br />ALTERATIONS: There are aluminum storms on the second floor. Aluminum siding covers the roof <br />soffits and fascia. The wooden steps do not appear to be original to the house. The front concrete steps <br />and walkway were replaced in kind with COA#2006-0724; there was a complete tear -off and re -roof with <br />architectural shingles under COA#2006-0109A <br />APPLICATION ITEMS: Re -paint exterior of house, replace porch steps with similar design, add <br />black wrought iron hand rail. Add gate to west side of house. <br />DESCRIPTION OF PROPOSED PROJECT: There are ctiurently only two wood steps leading from <br />the walkway to the front porch. The steps are badly constructed with risers that are very steep and <br />awkward to navigate; the homeowner wishes to replace the two steps with three wood steps. The black <br />wrought iron hand rail or wrought iron style will be attached to the side of the square porch support and to <br />the wood stairs. There is no handrail and one is required by South Bend Code. A wooden gate will be <br />behind the set back of the .house between the west side of the house and the retaining wall (approximately <br />five feet between the house and wall) to secure the backyard play area. It will be obscured by the current <br />landscaping. Repainting the house does not require a COA. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches have <br />either hip or gabled roofs or are covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including <br />handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by <br />replicas of the same design or by a design more in keeping with the historic period of the structure. <br />Porches and additions reflecting later architectural styles and which are important to the building's <br />historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner <br />that does not alter the architectural or historical character of the building. <br />Prohibited <br />Front porches, stoops, patios and steps that are important to the building's style and development shall <br />not be altered or removed; if in need of replacement, see above Required section.
