PUBLIC HEARING: <br />A. CERTIFICATE OF APPROPRIATENESS <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 8 February 2010 <br />Application Number: 2010-0202 <br />Property Location: 553 River <br />Architectural Style/Date/Architect or Builder: American Foursquare /I922/Whitcomb&Keller <br />Property Owner: Steven Kurtz <br />Landmark or District Designation: Edgewater Place <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This home is a two storey American foursquare set on a brick <br />foundation. The walls are the original clapboard and features narrower clapboard on the second storey <br />above the molded string course. There are corner boards on all sides of the first storey. There is a hipped <br />roof with hip roof dormers covered with asphalt shingles. The 4/4 windows in the dormers appear to be <br />original. The wood windows on the body of the house are original and are 8/1 on the first storey and 6/1 on <br />the second. There is a full length front porch set upon brick with tall, large brick square columns that <br />extend above the porch roof line and are on either side of the front porch. The porch has wooden railings <br />and balustrades. <br />ALTERATIONS: The original asbestos roofing was removed and replaced with asphalt shingles in 1983. <br />A 6 foot privacy fence between 553 and 549 River at the alley was erected in 1990. The two car frame <br />garage appears to have been constructed after 1932. APPLICATION ITEMS: I would like to put new <br />aluminum, double hung storm windows on all windows on my house to replace the dilapidated originals <br />that remain and those which have been lost. See attached brochure for more information on windows. I <br />investigated new wood storms and refurbishing the old ones and cannot afford the prices. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner requests new double hung aluminum storm <br />windows manufactured by National Pride as illustrated in the brochure provided. There are currently only <br />three storm windows on the house and a collection of badly deteriorated storm windows in the garage. <br />Preservation Specialist Wayne Doolittle performed an on -sight investigation and determined that the <br />
