NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION <br />COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY AS FOLLOWS: <br />Section 1. A new article, Article 9.5, is adopted as the guideline for the conduct of the <br />Staff of the Commission and shall be added to read as follows: <br />ARTICLE 9.5. <br />STAFF PROCEDURES <br />Section 1. Certificates of Appropriateness (COA). <br />Staff should, under no circumstances, approve a COA for any property. The Commission has the <br />sole authority for considering a request for a COA. Staff shall have the authority to make a <br />determination that a COA is not necessary in the case of work that is the ordinary maintenance and <br />repair of any building, structure or use which will not involve a change in any exterior features of the <br />property. Work undertaken on a property owned by a staff person, a consultant to the Commission <br />or a Commissioner that falls under the routine maintenance categorical exclusion of the Ordinance <br />should be reported, in advance, to the Commission president for his/her approval that a COA is not <br />required. <br />Section 2. Non -Historic Siding. <br />Removal of non -historic siding shall require a certificate of appropriateness. <br />Section 3. Temporary Structures or Chances. <br />Staff shall not have the authority to approve "temporary" structures or changes. <br />Section 4. Monthlv Staff Reports. <br />Staff approved routine maintenance exclusions shall be reported monthly. The monthly report shall <br />list all site visits, phonecalls or e-mails by all staff with owners of historic properties where it was <br />determined that a COA was not required because it was routine maintenance. <br />Section 5. Presentations by Staff at Commission Meetinas. <br />Staff presentations at a Commission meeting shall include the following images (at a minimum) a) <br />an overall front exterior; b) specific images pertaining to the impacted area of the building or site; c) <br />architectural drawings and images depicting the proposed alterations and d) photos of mock-ups <br />and/or samples. This rule shall not be construed to limit the presentations made by the Staff nor by <br />the applicant. <br />2 <br />
