STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE- OF APPROPRIATENESS <br />Date: December 9, 2009 <br />Application Number: 2009-1207A <br />Property Location: 802 Portage <br />Architectural Style/Date/Architect or Builder: Craftsman Bungalow/1915 <br />Property Owner: Miller, Jason <br />Landmark or District Designation: Chapin Park <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The single family home at 802 Portage is a <br />1 % storey structure with and irregular plan set upon a brick foundation. The exterior <br />walls are aluminum sided. It has a side gabled roof with a front gabled bracketed dormer <br />with bellcast. Roof is of asphalt shingles. The windows are double hung 1 over 1 vinyl <br />replacement windows. There is a metal awning over the dormer windows. A brick <br />chimney is on southeast side. Full width integrated porch, enclosed with screens, flared <br />brick piers. <br />ALTERATIONS: Vinyl replacement windows (in which are being requested with this <br />COA), attached 2 storey garage, aluminum siding, COA#2007-0827A re -roof and <br />replacement of gutters (note: presently there are no gutters on the house other that above <br />the front porch entry steps). <br />APPLICATION ITEMS: Remove/replace current windows and two doors windows to <br />be vinyl replacement style. Doors will be steel insulated doors. <br />DESCRIPTION OF PROPOSED PROJECT: An oversight on the South Bend <br />Housing Authority's October list that was sent by email to the HPC failed to include 802 <br />Portage. The Lead Abatement Program project to remove the current windows and 2 <br />doors and install vinyl replacement windows and steel insulated doors was discovered in <br />process by Wayne Doolittle, HPC Inspector. Because building permits were not pulled <br />the project was red tagged by the Building Department while in progress. At that point 20 <br />windows had been replaced, including 4 on the front of the house. The project is one <br />window shy of completion and the two doors have not been exchanged. Solid 6 panel <br />insulated steel doors are proposed for north door and south rear door, which will <br />eliminate the window in present south rear door for security measures. <br />CHAPIN PARK STANDARDS AND GUIDELINES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. <br />Many are double hung windows with wood trim and sills. Brick structures have stone sills and <br />brick lintels. In some cases where aluminum siding has been applied, the window and door trim <br />has been covered. About half of the structures in the district have aluminum storm windows; the <br />other half have wood storm windows. <br />Required <br />
