STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 7/08/04 <br />Application Number: 2004-0702 <br />Property Location: 810 Arch Avenue <br />Property Owner: Ann McFadden <br />Landmark or District Designation: Edgewater Drive Local Historic District <br />Rating: Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This home is a well -kept and attractive Dutch Colonial Revival. It still has original windows and storms <br />and an open front porch. <br />APPLICATION ITEMS: <br />A.) Window replacement (repair) of five wood windows and storms with wood replacement windows <br />B.) Reveal window trim by removing aluminum siding from around windows <br />STANDARDS & GUIDELINES <br />Required: Original windows and doors ... shall be retained or when deteriorated beyond repair, <br />replaced with duplicates of the existing or original (Page 34). <br />Recommended: Wood frame storm windows and doors ... should be used but should not damage <br />existing frames and should be removable in the future (Page 34). ' <br />Prohibited: Existing or original doors, windows, and hardware shall not be discarded when they can <br />be restored and re -used in place (Page 34). <br />FACTS & RECOMMENDATION . <br />A.) Staff and Bob Yapp, of HLFI; have met with the owner and discussed window and storm <br />window restoration several times. Staff provided the owner with a list of six carpenters who have recently <br />restored windows in the area. One carpenter has met with the owner and reviewed her windows. The <br />carpenter concluded the windows were capable of restoration and that perhaps some of the storms would <br />need to be rebuilt. The storms could be retrofitted with a side hinge for easier cleaning of the double hung <br />window. Repair would be less costly and would retain a higher quality window. <br />Staff would again recommend the owner attend the July 31 window seminar to view the <br />restoration of historic windows and speak with other carpenters able to restore windows before settling on <br />replacements. As replacement windows go, the homeowner has chosen windows of good quality: Pella <br />wood double hung windows with simulated divided lights. Though staff again strongly recommend in <br />favor of restoration and repair, the replacement windows are similar to original windows. <br />Part B is a restoration project, as the owner hopes to restore the window trim covered by the <br />aluminum siding. Staff happily recommends approval for this item. <br />
