STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0427-2 <br />Property Location: 1019 Riverside Drive <br />Property Owner: Joseph & Bonnie Sima <br />Landmark or District Designation: LHD-RSD <br />Rating: C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built by Robert Chalfant in 1907, who immediately rented the <br />house to Harry Morningstar, a clerk at Spiro's Clothing Store. He eventually sold the <br />house to Eli Seebirt in 1911, who in turn sold it that same year to then current renters, <br />Blaine and Mae Crawford. Blaine resided at this address until 1914 after which he rented <br />the house to various tenants until 1926 when it was sold to Edmund Prentice. Mr. <br />Prentice, an auditor for National Discount Corporation, resided in a portion of the house <br />and rented out the rest. He sold the house in 1934 to W. Hale Jackson who sold the <br />house three years later to Guy & Margaret Lamb. Guy Lamb was a plant manager at <br />Stone Container Corporation; he lived in this house until 1959 then rented it to various <br />tenants until 1965 when he moved back in. He continued to reside here until 1976 when <br />the property was sold to Bruce Wiseman who sold the house to the current owners, <br />Joseph & Bonnie Sima in 1979. <br />RECOMMENDATION <br />The Preservation Guidelines for Riverside Drive Local Historic District follow the <br />Rehabilitation Model. <br />During the first week of April the garage at 1019 Riverside Drive collapsed in on <br />itself. Mr. & Mrs. Sima were given 24 hours to demolish the remains of the building, so <br />an emergency demolition permit was issued by the Commission Staff. The owners are <br />now applying for the construction of a new garage. The new garage would be 22' wide, <br />21' deep with new concrete pad and approach. The building would have a gable roof <br />with asphalt shingles, vinyl clapboard siding, to match house in width and a single, two - <br />stall, metal over head garage door. The new garage would be the same size as the old <br />garage and would sit in the same location. The staff finds the new garage to be in <br />
