STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0630 <br />Property Location: 1102 East Wayne <br />Property Owner: Mary Jane Hernandez <br />Landmark or District Designation: LHD-EW <br />Rating: C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1925 for Edward and Mary Johnston. Edward was a <br />physician with offices in the Citizen's Bank Building. The Johnston's sold the property <br />to the Coquillard Land Company in1929. It remained vacant until they sold it in 1931 to <br />developers, Whitcomb and Keller who used the house as a rental. They sold the property <br />to Henry and Jeanette Humrichouser in 1933. Henry was born in Pierceton Indiana and <br />married Jeanette Miller in 1918 and moved to South Bend in 1926. The resided here <br />until 1940 when the house was sold to William Brookins, an advertising Manager. The <br />house was sold eight more times between 1942 and 1985 when it was purchased by the <br />current owners, Estanisloa and Mary Hernandez. <br />RECOMMENDATION <br />The Preservation Guidelines for the East Wayne Street Local Historic District follow the <br />Rehabilitation Model. <br />The applicant is requesting to remove the screen panels on the north side porch <br />and replace them with paneling on the bottom and double hung windows with screens on <br />the top. The existing screen door would be replaced with a white wooden storm door. <br />The Staff has many questions regarding this application and has attempted to contact both <br />the owner and the contractor; however, neither could be reached prior to sending these <br />packets out. Some of the issues the staff has with this application concern the lack of <br />description regarding the paneling, the windows and the screen door. This staff cannot <br />not determine from the information submitted what the end project will look like. As <br />such, the staff cannot make a recommendation at this time. If the needed information is <br />received prior to the meeting the staff will pass out a written recommendation that night, <br />if not then it will be up to the owner and contractor to answer all questions at the meeting. <br />
