STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0323 <br />Property Location: 513 River Avenue <br />Property Owner: Kelly and Michael Pierce <br />513 River Avenue <br />South Bend, IN 46601 <br />Landmark or District Designation: Local Historic District — Edgewater Place <br />Rating: Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />In 1920, the Whitcomb & Keller development corporation built this craftsman influenced wood <br />frame house for Susan and Charles D Robinson. Mr. Robinson was a troubleman and foreman for <br />Studebaker from the time he mover here, until his death in 1935, at which time he left this house to his <br />wife <br />RECOMMENDATION <br />The treatment level selected by the Neighborhood Association and the Commission is <br />Rehabilitation and preservation. Page 23 of the Guidebook states that "front yard areas shall not be <br />fenced, with the exception of areas along Lincolnway, which may be fences, but not with enclosed <br />stockade -type fencing. <br />Staff approval was given last March for various work including tuck pointing and foundation <br />repair, power -wash, scraping, and painting the garage, re -roofing the garage, replacing and repairing <br />some cedar boards, enlarging and replacing attic vents, and replacing and repainting boards on the <br />porch. There has been no problem with any of these items. <br />HOWEVER: Among the other things which staff approved, staff also approved replacing the <br />then -existing three-foot fence with a similar four -foot fence in the same location, which was from the <br />side of the house, somewhere mid -way between the front line and the back line of the house, across to <br />the side yard. Since the homeowners wanted to use stockade -type fencing, that was also staff - <br />approved with the condition that plantings be placed in front of it. <br />The actual fence is even with the front line of the front porch, several feet in front of the <br />previous fence. It is four feet high, and is a solid, stockade style fence, presently unpainted. There is a <br />new ornamental bush planted in front of it. <br />The Staff recommends that the fence be moved back to its previous location. <br />
