Washington Street, W274 <br />Indianapolis, IN 46204-2748 <br />PH: 3171232-1646 <br />FAX: 3177232.0693 <br />dhpa@dnr.statc.in.us <br />We have reviewed the phase II for the proposed use of Build Indiana funds for the rehabilitation of <br />the Morris Performing Arts Center at- 211 North Michigan Street on, the northwest corner of <br />Michigan Street and Colfax Avenue and the rehabilitation of the Palais Royale at 201 Michigan <br />Street in South Bend, St. Joseph County; Indiana (Architect's Project #97.062). This project is being <br />reviewed pursuant to Indiana Code -14-21-1-18. <br />f, <br />As you know, the Palais Royale Building was individually listed in the National Register of Historic <br />Places on July 21, 1983, and the Indiana Register of Historic Sites and Structures on December 15, <br />1982. Also, the Palace Theater was listed in the National Register as part of a Multiple Resource <br />Area nomination on June 5, 1985, and the Indiana Register on October 10, 1984. Therefore, any <br />work to. the buildings must be in conformance with the recommended approaches of the Secretary <br />of the Interior's Standards for the Treatment of Historic Pronerties with Guidelines for Preserving, <br />Rehabilitatine. Restorina. & Reconstructing Historic Buildines, "Standards for Rehabilitation and <br />Guidelines for Rehabilitating Historic Buildings" (Standards) in order to avoid adversely affecting <br />the qualities that have made the theater and ballroom/entertainment building significant. <br />In our opinion, the proposed project including each of the three alternates will not adversely affect <br />those qualities that make the Palace Theater or the Palais Royale Building significant. Accordingly, <br />it will not be necessary to obtain a certificate 'of approval from the Indiana Historic Preservation <br />Review Board under Indiana Code 14-21-1-18.
