CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />b. siding material - the Commission discourages the covering or alteration of <br />original materials with additional, siding. Structures already sided with <br />incompatible materials should be returned to a siding similar to the original <br />when renovation is considered. <br />RECOMMENDATION <br />This project came to the attention of the commission in regard, to siding <br />installation being performed with out COA by . the owner who maintains that he <br />was not notifiod*of Landmark designation by the previous owner. The Owner <br />furthermore indicates that the house had suffered considerable deterioration <br />prior to his taking possession. Paint and siding are clearly deteriorated at <br />present. The owner has furthe-r indicated that the rehabilitation project -was <br />commenced by the previous owner who installed vinyl replacement windows . <br />(including metal wrapping of trim features) and soffit. The present extent of <br />the siding is to the north and south walls of the rear wing (and a.little bit <br />beyond on the north). The wallsi have been insulated by blown cellulose with <br />plastic siding caps. <br />Tl,.-:•,! i-iio quest.ion as. Lo the deterioration of siding. and especially pairited <br />surfaces.. In the opinion of Staff this.is a classic case of paint failure <br />caused by condensation''in walls which -have been insulated without a vapor <br />barrier. Thismaybe expedited in the future a . s the owner has indicated that <br />he is progressively replacing interior plaster with Drywall and installing <br />batt insulation as this activity proceeds. <br />The present extent of vinyl,siding is limited to the rear end of the building <br />which was executed in a.more.primitive-style of construction.. it is imitative <br />of the original motif in that the original siding would had corner boards <br />articulating corners similar to the vinyl system. The front sections of the <br />house would be considerably more difficult to treat with such similarity due <br />to the following details: <br />1) variation of siding spacing. <br />2) mitered siding corners without corner boards <br />3) flared.skirting at story division including crown mould. <br />Although the Owner has proposed to retain exposed shingle gable and dentil <br />frieze, Staff finds the above detail features to be character giving. Even <br />setting.aside the issues of variation in spacing and mitered corners, Staff <br />believes that it would be extremely difficult to retain other characteristic <br />features while installing vinyl siding. <br />Staffrecommends*thatthe commission approve the siding to the extent that it <br />has been completed at the rear and to the rear wall. Staff recommends that the, <br />commission deny extending the siding beyond these areas. As noted above, <br />interior remodeling with concurrent replacement of defective insulation system <br />Is likely to correct paint failure and allow resumed paint maintenance at <br />reasonable intervals and expense. Should the commission choose to allow <br />additional siding, Staff recommends that the 'retention of the flared skirting <br />and crown moulding be added to the shingle gable and dentil frieze as features <br />necessary to the integrity of the style of the house. <br />DBD <br />3/11/98 <br />
