CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1997-0905 <br />PROPERTY -- 60717 Locust Road <br />South Bend, IN <br />OWNER -- Mrs. M. Wickizer <br />DESIGNATION -- LL <br />RATING -- Significant S/12 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Emil Johnson and Anna Jacobson were both born in Sweden. After their <br />migration to the States in 1891 they married. In 1900 they contracted with J. <br />Ward Hinds to buy a farm in Centre Township, the deeds were signed in 1904. <br />Around 1914 the couple replaced the formerly existing residence at this site <br />with the current house. The house was built by the Indiana Lumber Co., which <br />was based in South Bend. Mrs. Johnson died in 1941, however, Mr. Johnson did <br />not die until 1965. The heirs eventually sold the portion of the property <br />with the house on it in 1963. The current owner, Mrs. M. Wickizer, purchased <br />the house on July 9, 1982. <br />PROPOSED CHANGE <br />Applicant proposes to put up a black wrought iron gate at the entrance of the <br />• driveway. <br />STANDARDS <br />The Preservation Guidelines for Local Landmarks state: <br />VII.1. Required <br />Structures such as: gazebos, patio decks, ....trellised, and other similar <br />structures shall be compatible to the historic character of the site..... <br />VII.1. Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings, and newspapers. <br />RECOMMENDATION <br />The Owner proposes to construct a separately mounted black metal rolling gate <br />behind the existing piers which flank the driveway. The purpose of the <br />installation is to enhance security of the residence. Though no detailed <br />drawing of the gate has been received with the application, the proposal has a <br />low impact on the appearance of the site and no physical impact on historic <br />structures. The installation is a reasonable request in the interest of <br />personal security and Staff recommends approval. <br />DBD <br />9/9/97 <br />• <br />
