CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1997-0903 <br />PROPERTY -- 1027 East Wayne Street <br />South Bend, IN <br />OWNER -- William Storey and Philip H. Schatz <br />DESIGNATION -- LL <br />RATING -- Significant S/12 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Roy Shambleau designed this Prairie style house for Dr. Merritt J. Keightly in <br />1912. Originally this house was located at 728 E. Jefferson, next to <br />Shambleau's own Prairie style home at 722 E. Jefferson. The architectural <br />features of the house, such as, the hip roof and bands of windows placed <br />between corner piers are characteristic of the Frank Lloyd Wright inspired <br />Prairie style. The house was even published in an article in Western <br />Architect in 1913. <br />Dr. Keightly was dentist, however, he moved out of South Bend in 1913 and sold <br />the house to a designer, Edward M. Heylman, in July of 1913 for $6,500.00. <br />The house proceeded to have four more residents before it was moved to its <br />present location in 1930 by Allen and Clara Frame. <br />Allen and Clara Frame were born in Michigan City in the late 1880's, they were <br />married in 1914 and had two children. The family moved to South Bend in 1930 <br />• so Allen Frame could be a conductor and bus driver for the Northern Indiana <br />Transit Co. After their children grew up the Frames converted the house into <br />two units and from 1941 to 1964 they rented the upstairs. Mrs. Frame died in <br />December of 1953. Mr. Frame continued to live the lower unit until he <br />remarried to Nell Wilson in 1960 and the couple moved to St. Petersburg, <br />Florida. Mr. Frame rented both the units until his death in December of 1964. <br />The house remained vacant after his death until 1979 when the new owners, <br />Associates Bankcorp Inc. c/o Gulf and Western Industries renovated it and sold <br />it to the current owners William Storey and Philip Schatz in 1980. Storey and <br />Schatz restored the house and opened a second hand and rare bookstore there. <br />PROPOSED CHANGE <br />Applicant proposes to landscape the backyard through the use of lattice. water <br />features and paths. <br />STANDARDS <br />The Preservation Guidelines for Local Landmarks state: <br />VII.1. Required <br />Major landscaping items, trees, fencing, walkways..... which reflect the <br />property's history and development shall be retained. Structures such as <br />patio decks, new walls, fountains, trellises.. and other similar structures <br />shall be compatible to the historic character of the site and the neighborhood <br />and inconspicuous when viewed from a public way. <br />VII.2. Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />• the property found in photographs, drawings, and newspapers. <br />VII.3. Prohibited <br />No change may be made to the appearance of the site by removing major <br />landscaping items, trees.... before evaluating their importance to the <br />property's history and development. <br />
