CERTIFICATE OF APPROPRIATENESS STAFF REPORT E APPLICATION -- 1997-1107 PROPERTY -- 9214es t orth Shore Drive ou BeA, IN OWNER -- Brenda Hosinski DESIGNATION -- LHD-WNS RATING -- Significant S/11 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT This Mission Revival style home was built by Henry and Clara Hoover in 1920. Mr. Hoover was a whole sale lumberman. He lived in the house until his death in 1934. His wife, Marie, continued to reside in the house, eventually leaving it to their son Henry Hoover Jr.,. who sold it to Mr. and Mrs. Hosinski in 1995. PROPOSED CHANGE Applicant proposes to put up a privacy fence around the back yard and to brick the concrete terrace located in the front of the house. STANDARDS The Preservation Guidelines for West North Shore Local Historic District: b) .... The Guidelines for the West North Shore District follow the Rehabilitation Model.... 4. Porches & Steps which are readily visible from the street. Preferred: Retain and maintain porches and steps including hand rails .... tile and brick. Permitted: Replace porches and steps with materials matching the original as closely as possible. RECOMMENDATION The Guidelines for West North Shore Historic District do not specifically address rear yard fences. The proposed material for the fence is a 6' high reverse board and batten with 6" wide dog-eared boards over 4" square -cut boards. The wood is to be oil -stained red pine. The fence is restricted to the rear yard as shown on the site plan provided. Staff recommends approval. The existing concrete floors located at the porch and terrace are cracked and heaved. The installation of a brick paver will allow repair of this surface without removal of the original material. A bisque fired clay masonry unit is consistent with the Mediterranean style of the house.
