• the commission had in the last year approved one skylight and disapproved <br />another and that the fully recorded motions might make such distinctions more <br />clear to someone wishing to understand how the cases differed. Mr. Oxian also <br />noted that a comment., attributed to Mr. Talley about the suggestion of <br />re—ranking not being relevant to a COA application- had been made by him. Mr. <br />Fine moved that the March minutes be approved as corrected. Mrs. Hostetler <br />seconded the motion. The motion passed unanimously. <br />B. Treasurer's Report , <br />Mr. Wiener distributed a financial statement. Fie noted that about $500 in <br />reimbursements were not specified as to the purpose of the expenditure. He is <br />sorting them out but most of the costs are related to travel expenses. Mr. <br />Talley asked if the National Register and other grant funding was not <br />reflected in this report. Mr. Duvall responded that this was not entirely <br />correct, stating that the grant cashflow was not included -but that some <br />expenses listed did reflect our match funding to the grant projects, most <br />notably travel reimbursement to Ms. Greiff and photographic costs. <br />C. Correspondence <br />Mr. Duvall indicated that there was no correspondence to report which was not <br />discussed elsewhere in the agenda. <br />D. Committee Reports <br />1. Budget & Finance <br />Mr. Duvall indicated that there was no report for this month. <br />• 3. Legal <br />Mrs. DeRose was absent this meeting. Mr. Duvall stated that he had sent <br />violation -notices which would be covered in his staff report. <br />4. Historic Districts , <br />A) Mrs. Choitz distributed a report for the Three Year Plan prepared by the <br />committee. Mr. Oxian asked what portion of the Near Northwest Neighborhood <br />was included here . Mrs. Choitz responded that only -a small ,area was <br />included: Mr. Duvall clarified that the area presently under consideration was <br />approximately described as Madison and Marion Streets between Lafayette and <br />Chapin and the side streets adjacent. Mrs Choitz observed that past efforts to <br />designate more extensive districts in.this area had met resistance. Mr. Oxian <br />indicated that it would be more descriptive, to use the title :"Kankakee Race <br />District" to further describe the area under consideration. Mr. Oxian <br />expressed resistance to the establishment of rural Historic Districts at this <br />time. The report was unanimously approved. <br />B) Mr. Oxian reported on his discussion with a representative from the Monroe <br />Park neighborhood to resume discussions on ,designating some portion of this <br />neighborhood as a Local Historic District. A preliminary meeting is being <br />organized and this activity will be undertaken by the Districts Committee. <br />5. Historic Landmarks <br />a. Recommendation s to the County Council <br />Mr. Oxian reported that 30750 Inwood Rd. and 165£31 Chandler Blvd. are still <br />awaiting completion of survey work by Staff. <br />• b. Leeper Park Proposal <br />Mr. Talley reported that Betsy Harriman .of Parks Dept. has been notified of <br />the HPC's intention to proceed with second reading of Local Landmark <br />Designation. Second reading will be placed on the agenda for the June meeting. <br />The standards and Guidelines have been provided to Parks Dept., Common Council <br />
