The <br />Guidelines state, "new site work should also be appropriate to existing <br />surrounding site elements in scale, type and appearance." Unless grandfathered <br />prior to the district's establishment, no other property in the district features a <br />fence that extends.beyond the front facade towards the street. The district is <br />characterized by its continuous band of landscape where only hedges, a low - <br />impact feature, interrupt and separate the lawns. <br />Based on the Guidelines for the East Wayne Street Historic District, the members <br />of the Committee recommend to the Commission that this portion of the COA <br />application be denied. One suggestion would be the applicant remove either four <br />(4) or five (5) of the fence panels. It appears that if four (4) of the panels were <br />removed, the fence would only extend beyond the house into the front yard by <br />approximately two (2') feet. If all five (5) panels are removed, the fence would be <br />well behind the front facade and comply with the Guidelines. <br />
