• <br />• <br />• <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1996-0405 <br />PROPERTY -- 619 Edgewater <br />South Bend, IN <br />OWNER -- Dean & Amy VanDyke <br />DESIGNATION -- Edgewater Place Local Historic District <br />RATING -- Contributing (C/10) <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Colonial Revival house was built by Whitcomb & Keller in 1924. The first <br />residents were Leo Oppernam, an music teacher and musician at the Palace <br />Theater and his wife, Antonette who was a saleslady for Economy Depts. They <br />purchased the house in 1928. <br />PROPOSED CHANGE <br />The owner proposes to replace the existing chain-link fence at the rear yard <br />of the property with a four foot high picket fence with Gothic picket caps. <br />STANDARDS <br />The Preservation Guidelines and Standards for EdgeWater Place state: <br />I.B.1. Required <br />Existing plants, trees, fencing, walkways, streetlights, signs, and benches <br />which reflect the property's history and development shall be retained <br />I.B.2 Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings and newspapers. New site work <br />should also be appropriate to existing surrounding site elements in scale, <br />type, and appearance..... <br />I.B.3 Prohibited <br />No changes may be made to the appearance of the site by removing old plants, <br />trees, fencing, walkways, outbuildings, or other elements before evaluating <br />their importance to the property's history and development. <br />RECOMMENDATION <br />The existing chain,link fence is in a state of deterioration and in need of <br />repair or replacement. The proposed picket fence is consistent with the style <br />of the house and the period of interpretation for the neighborhood. Staff <br />recommends approval of this application. <br />David B.
