.1w 11 CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1996-0401-2 <br />• PROPERTY -- 1093 Riverside Drive <br />South Bend, IN <br />OWNER -- Marsha Stevenson <br />DESIGNATION -- Riverside Drive Local Historic District <br />RATING -- Significant (S/12) <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Prairie Style house was built circa 1910 and was probably designed by <br />Ernest W. Young. The first owner occupant, Dr. Milton P. White (retired) <br />purchased the house in 1911. The house was occupied by Donald A. Himes, a <br />sales manager for Oliver's in 1916. <br />PROPOSED CHANGE <br />The owner proposes to install phase one of a comprehensive landscaping program <br />including: <br />1) tree trimming <br />2) relocation of an existing plum tree <br />3) relocation of a burning bush <br />4) plant new yellow rose bush <br />5) removal of volunteer tree <br />6) removal of recently planted spirea <br />• 7) removal of concrete sidewalk in rear yard <br />8) plant viburnum in rear yard <br />9) plant around air conditioning unit including trellis at rear of house <br />10) plant flowering juneberry in rear yard <br />STANDARDS <br />The Preservation Guidelines and Standards for Riverside Drive state: <br />I.B.1. Required <br />Plants, trees, fencing, walkways, private yard lights, signs (house numbers), <br />and benches which reflect the property's history and development shall be <br />retained <br />I.B.2 Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings and newspapers. New site work <br />should also be appropriate to existing surrounding site elements in scale, <br />type, and appearance..... <br />I.B.3 Prohibited <br />No changes may be made to the appearance of the site by removing old plants, <br />trees, fencing, walkways, outbuildings, or other elements before evaluating <br />their importance to the property's history and development..... <br />RECOMMENDATION <br />• The owner is going to some lengths to develop a plan which consistent with <br />historic patterns and appropriate species. Plants which are being relocated <br />
