Minutes of the Regular Meeting <br />of the <br />Historic Preservation Commission <br />Regular Monthly Meeting 7th Floor, County Commissioner's <br />7:30 p.m. Conference Room, County -City Bldg. <br />March 21, 1994 <br />I. Call to Order <br />The meeting was called to at 7:43 p.m. <br />David B. Duvall was introduced as the new director of the HPC. <br />II. Roll Call <br />Members present: Mr. Jed Eide, Mrs. Catherine Hostetler, Mrs. Martha' <br />Mr. John Oxian, Mrs. Joann Sporleder, Ms. Lora Spaulding, Mrs. Janeanne <br />Petrass ; staff present David Duvall, director; Chip Frederick, staff <br />Members absent: Mr. Jerry Wiener, Ms. Jewel Van Dalsen <br />Also present: Ms. Aladean DeRose, Mr. David Betson, Mr. Scott Peacock, <br />Mr. and Mrs. Charles Spiher, Ms. Marsha Stevenson <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1. 24888 Old Cleveland Road - Local Landmark <br />Mr. Frederick read the staff report. Commissioner Sporleder moved <br />to approve the application for a C of A in order to install a paving <br />brick driveway and walkway from house,and as further detailed in the <br />application. Commissioner Hostetler seconded the motion. The motion <br />passed unanimously. Mr. Spiher engaged the Commission in a brief <br />discussion of several antique streetlights. He is considering the <br />purchase of these lights for installation on his property. Commissioner <br />Sporleder stated that most farms had little light. Commissioner <br />Eide said he had no objection. Mr. Duvall asked the location of the <br />lights on the site plan. Mr. Spiher responded that they would be on <br />the east side of the drive. Commissioner Choitz had no objection. <br />Commissioner Oxian asked for any objections, there were none. Mr. <br />Spiher stated he would apply for a C of A at the appropriate time. <br />2. 635 S. Main - Local Landmark <br />Mr. Duvall read the staff report. Commissioner Eide agreed with the <br />staff report. Commissioner Oxian suggested the proposal of an alternative <br />plan to be submitted by the HPC. Commissioner Hostetler suggested the <br />C of A go to committee. Mr. Duvall addressed issues of building <br />alteration. Commissioner Eide and Commissioner Hostetler suggested the <br />development of a permanent structure which satisfied ADA requirements. <br />Mr. Duvall doubted that the current proposal met ADA standards as did <br />Commissioner Sporleder. Commissioner Eide advised against the HPC <br />taking on the burden of design for the School Corp. Commissioner Choitz <br />advised a detailed explanation of any possible denial of the application. <br />Commissioner Sporleder viewed this proposal as a " sop to ADA requirements." <br />Mr. Frederick stated the HPC procedures for notification following a <br />meeting. Counsel advised the Commission that their concern is architectural, <br />that the HPC is not a body of safety experts. Commissioner Sporleder <br />questioned whether the HPC could restrict alterations to the building if <br />compliance with ADA demanded those alterations. Commissioner Eide moved <br />to deny the C of A as proposed. Commissioner Choitz suggested alternatives <br />that would comply with ADA. Commissioner Spaulding seconded the motion. <br />The motion to deny the C of A passed unanimously. Counsel asked to review <br />follow -up letter to School Corp. <br />
