CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 344 South Sunnyside <br />South Bend, IN 46615 <br />OWNER -- Robert B. Miller <br />DESIGNATION -- EW -LHD ` <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />The property at 344 South Sunnyside was rated as non - contributing on <br />the Indiana Historic Sites and Structures Inventory. <br />PROPOSED CHANGE <br />The applicant has constructed a small kennel abutting the'garage. <br />kennel is 'a chain link'fence enclosure( 10'byl2' and"5' in height) ' <br />which has three sides. The floor of the enclosure is made of concrete <br />patio brick. The owner has planted shrubbery to screen the kennel from <br />street view. <br />STANDARDS <br />The Standards state; (page 19 I.A.1.) ". . . fencing shall be compatible <br />with the character of the neighborhood in size, scale, material and color." <br />and (page 20 I.B.1.) "Structures such as: gazebos, patio decks, . . . new <br />walls . . . trellises . . . and other similar structures shall be compatible <br />to the historic character of the site and the neighborhood and inconspicuous <br />when viewed from a public way." <br />RECOMMENDATION <br />The owner has constructed this kennel without the prior approval of the <br />HPC. The house is,as noted,a non - contributing structure in the East Wayne <br />Local Historic District. The kennel is free standing and does not permanently <br />alter the fabric of the residence. The landscape elements (columnar Junipers) <br />intended to screen the kennel currently exceed the height of the fence. <br />The continued unchecked growth of the shrubbery threatens to create an out <br />of scale vegetative addition to the garage thereby altering the mass. <br />The staff reluctantly recommends approval of the project. <br />C.
