CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• PROPERTY -- 1425 East Wayne Street <br />South Bend, IN 46615 <br />OWNER -- James and Elizabeth Hasse <br />DESIGNATION -- East Wayne LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The house at 1425 East Wayne is in the East Wayne LHD and has been assigned a <br />rating of C/9 on the Indiana Historic Sites and Structures Inventory. .The house <br />is an example of Tudor Revival architecture. It was designed by H.R. Stapp and <br />built by the local developers Whitcomb and Keller in 1929. The house is largely <br />unaltered with the minor exception of metal awnings. <br />PROPOSED CHANGE <br />The project consists of the removal of the existing shrubbery in front of the <br />house and replacement with the plantings as shown in the applicant's landscape <br />plan. The applicant also requests approval for the eventual replacement of the <br />existing concrete sidewalk with a paver brick walkway as seen also in the land- <br />scape plan. The landscaping is to be installed in phases beginning closest to <br />the house and moving out toward the street. <br />• STANDARDS <br />District standards state (I.A.1.) " Major landscaping items, ... shall be com- <br />patible with the character of the neighborhood in size, scale, material and color." <br />and (I.A.2.) " ... major landscaping elements that must be removed for one reason <br />or another should be immediately replaced by suitable flora." and (I.B.) "Driveway <br />and sidewalk materials include concrete, asphalt and brick." <br />RECOMMENDATION <br />be <br />The staff recommends that this proposalA accepted in part. In light of the report <br />filed by Katrina Laflin (HPC landscape consultant) the staff suggests modification <br />of the proposed tree lawn treatment in consultation with the applicants. <br />C.
