• <br />STAFF APPROVAL POLICY: <br />LOCAL HISTORIC LANDMARKS AND LOCAI, HISTORIC DISTRICTS <br />Historic Preservation Commission <br />of South Bend and St. Joseph County <br />In certain limited cases the Director (staff) of the Historic Preservation Commission <br />(HPC) may approve a certificate of appropriateness for proposed projects in Local. Historic <br />Preservation Districts and for properties designated as Group B Local Historic Landmarks. <br />Staff approval and the subsequent issuance of a certificate of appropriateness is limited <br />to the specific instances described below and shall not include the reconstruction, <br />alteration, demolition or moving of any exterior feature of any building, structure or use <br />in a Local Historic District or for a Local Historic Landmark. Material changes that may <br />receive a staff -approved certificate of appropriateness include: <br />1. "in kind" changes, i.e. replacement of existing materials with materials of the same <br />fabrication, size, color and texture that will not alter the style or original form in <br />any way; <br />2. replacement of existing materials with materials that substantially duplicate the <br />original in size, color and texture and that will not alter the style or original form <br />in any way, particularly as follows; <br />A. in kind replacement of nonhistoric roofing materials, i.e. asphalt shingles or <br />similar materials, not including tile, slate, wood shingles or other historic <br />roofing materials; <br />B. in kind replacement of nonhistoric eave troughs (gutters) and downspouts; <br />C. in kind replacement of nonhistoric doors, windows, storm doors and storm windows; <br />• D. in kind replacement of minor landscaping elements and the removal of dead trees; <br />E. repair or in kind replacement of nonhistoric sidewalks, steps and driveways. <br />3. the addition of electrical and/or mechanical devices, such as electrical meters and <br />boxes, free-standing air-conditioning units, etc. that are not visible from the public <br />right-of-way, and that do not alter the original. style or original form in any way; <br />4. the renewal of previously -approved certificates of appropriateness that have expired. <br />The applicant will be responsible for providing the HPC with documentation of both the <br />existing materials being proposed for change and for the materials being proposed for <br />replacement. Documentation information and filing fees, as applicable to the particular <br />case and standards of the property, shall be the same as for any other certificate of <br />appropriateness application. <br />HPC staff will make a determination at the time of application whether or not the proposal <br />fits within these criteria and will issue or deny a certificate of appropriateness when <br />the application is complete, i.e. when all documentation materials have been received. <br />Staff will report each Staff Approval to the HPC at the next regular monthly meeting. <br />Property owners may present their application to the HPC in the usual manner if any <br />question arises as to the applicability of their proposal tinder this policy or if they <br />disagree with the staffs determination. The HPC retains the right to determine the <br />applicability of this policy under any circumstances. <br />
