5. Historic Landmarks <br />1. Van Buskirk Cemetery -- First reading <br />Mr. Holycross stated that this first reading was intended <br />to continue the designation of pioneer cemeteries, in this <br />case in Centre Township; --a report and Second Reading would --- <br />follow <br />-follow at the October meeting. <br />6. Standards and Maintenance <br />Mr. Holycross briefly reiterated the Staff Report <br />submitted to the HPC concerning ongoing maintenance and legal <br />"problem" properties. He reported that: <br />1. 805 Arch Avenue had been turned over to HPC legal counsel. <br />Owners had yet to comply with HPC directive to replace the <br />rear entry canopy removed without a COA. It was the staff's <br />hope that they would cooperate when they see that the HPC was <br />intent on legally forcing compliance. <br />2. The acting school superintendent has promised to reply to <br />the HPC concerning maintenance problems at Central and Oliver <br />Schools by September 23, 1992. <br />3. Staff is waiting for a reply from the owner of 1204 <br />Lincolnwav West concerning maintenance problems -- <br />deteriorating paint -- at this Local Landmark. <br />4. 1244 Lincolnwav East was subjected again to a Code <br />Enforcement hearing on September 17th for general unsafe <br />conditions and for the demolition of the garage. The owner <br />did not attend; the Hearing officer ruled that the garage was <br />unsafe and should be demolished. Staff asked for a stay but <br />due to the number of hearings, the Hearing officer would not <br />change his order. Staff will send the owner a notification of <br />noncompliance with Maintenance Standards; the city doubts <br />whether the HPC will have luck forcing compliance. <br />5. 941-31 Riverside Drive has also been scheduled for a Code <br />Enforcement hearing. Staff will attend. <br />6. 1071 Riverside Drive was already considered. <br />7. The matter of the fence installed at 630 W. Washington had <br />been brought to a conclusion. <br />8. The matter of the fence at 1716 East Wavne had recently <br />changed due to a change in ownership; it was hoped that the <br />new owners would comply. The previous owner had suggested to <br />staff that the new owners would remove the fence; staff was <br />waiting for a reply. <br />7. Personnel <br />Mr. Holycross asked for approval for his choice for the <br />vacant Administrative Assistant position -- Ms. Amy <br />Kotzbauer. <br />Mr. Eide asked for an explanation for the choice. Mr. <br />Holycross replied that one candidate had decided to follow <br />her spouse to Italy, the other expressed concern with the <br />salary of $17,000/year. Ms. Kotzbauer was intent on making <br />Historic Preservation her profession and saw the job as a <br />good entry-level position that would give her needed <br />
