5. Historic Landmarks 1. Van Buskirk Cemetery -- First reading Mr. Holycross stated that this first reading was intended to continue the designation of pioneer cemeteries, in this case in Centre Township; --a report and Second Reading would --- follow -follow at the October meeting. 6. Standards and Maintenance Mr. Holycross briefly reiterated the Staff Report submitted to the HPC concerning ongoing maintenance and legal "problem" properties. He reported that: 1. 805 Arch Avenue had been turned over to HPC legal counsel. Owners had yet to comply with HPC directive to replace the rear entry canopy removed without a COA. It was the staff's hope that they would cooperate when they see that the HPC was intent on legally forcing compliance. 2. The acting school superintendent has promised to reply to the HPC concerning maintenance problems at Central and Oliver Schools by September 23, 1992. 3. Staff is waiting for a reply from the owner of 1204 Lincolnwav West concerning maintenance problems -- deteriorating paint -- at this Local Landmark. 4. 1244 Lincolnwav East was subjected again to a Code Enforcement hearing on September 17th for general unsafe conditions and for the demolition of the garage. The owner did not attend; the Hearing officer ruled that the garage was unsafe and should be demolished. Staff asked for a stay but due to the number of hearings, the Hearing officer would not change his order. Staff will send the owner a notification of noncompliance with Maintenance Standards; the city doubts whether the HPC will have luck forcing compliance. 5. 941-31 Riverside Drive has also been scheduled for a Code Enforcement hearing. Staff will attend. 6. 1071 Riverside Drive was already considered. 7. The matter of the fence installed at 630 W. Washington had been brought to a conclusion. 8. The matter of the fence at 1716 East Wavne had recently changed due to a change in ownership; it was hoped that the new owners would comply. The previous owner had suggested to staff that the new owners would remove the fence; staff was waiting for a reply. 7. Personnel Mr. Holycross asked for approval for his choice for the vacant Administrative Assistant position -- Ms. Amy Kotzbauer. Mr. Eide asked for an explanation for the choice. Mr. Holycross replied that one candidate had decided to follow her spouse to Italy, the other expressed concern with the salary of $17,000/year. Ms. Kotzbauer was intent on making Historic Preservation her profession and saw the job as a good entry-level position that would give her needed
