page 20 <br />Mr. Eide voted for the motion; Mr. Oxian, Mrs. <br />Sporleder, and MR. Welsheimer opposed. Motion <br />deadlocked. <br />Mr. Oxian called for a new motion. Mrs. Sporleder <br />asked Mr. Herendeen to restate his motion. Mr. <br />Herendeen said it was to send an unfavorable <br />recommendation for the boundaries of the district to <br />the Common Council. Discussion followed which <br />established that the HPC could include the issue of <br />boundaries when formulating a recommendation. <br />Mrs. Sporleder reintroduced Mr. Herendeen's motion. <br />Mrs. Dennen seconded the motion. Mr. Welsheimer <br />asked for clarification; did this motion defeat the <br />proposed ordinance, yet still express the HPC's <br />interest in establishing a historic district in the <br />area, with different boundaries? Mrs. Sporleder <br />asked Mr. Herendeen to introduce another motion to <br />request a differently -defined historic district in <br />the same area. Mr. Herendeen agreed to do so. <br />The motion was approved by Mr. Eide, Mrs. Sporleder, <br />Mr. Herendeen, and Mr. Welsheimer. Mr. Oxian <br />abstained. <br />Mr. Herendeen then advised the HPC to help the <br />petitioners lay groundwork for a new district <br />proposal, at the same time making sure they <br />understood the sort of help the HPC could offer. He <br />said he did want to see the community's heritage <br />preserved, and advocated sending down a <br />recommendation for a smaller, more manageable <br />district. All owners and residents, even absentee <br />landlords, should be informed; a majority should be <br />in support. He called for suggestions as to how to <br />refine the HPC's recommendation. <br />Mr. Oxian advocated the district boundaries described <br />on page 6, paragraph 1 --the boundaries he'd <br />originally proposed himself. This area represented a <br />core, a starting point; it contained housing typical <br />of housing in the whole neighborhood. If standards <br />failed in this small area, they could never succeed <br />in a larger area. <br />Mr. Herendeen agreed that a historic district needed <br />a core. He expressed himself willing to make a <br />motion of Mr. Oxian's proposal, but first asked Mr. <br />Luecke for comments. Mr. L_uecke said most of the <br />- ---- pet -i -toners were scattered throughout £h larger - <br />area, not concentrated within Mr. Oxian's proposed <br />district.
