MINUTES OF THE REGULAR MEETING <br />OF THE <br />HISTORIC PRESERVATION COMMISSION <br />Regular Monthly Meeting 7th Floor, County Commissioners' <br />7:30 p.m. Conference Room, County -City Building <br />July 20, 1992 <br />I. CALL TO ORDER <br />The meeting was called to order at 7:40 p.m. <br />II. ROLL CALL <br />Members present: Mr. Jed Eide, Mr. John Oxian, Mrs. Joann <br />Sporleder, Ms. Jewel Van Dalsen. <br />Members Absent: Mrs. Martha Choitz, Mrs. Jean Dennen, Mr. Herb <br />Herendeen, Mrs. Janeanne Petrass, Mr. William Welsheimer Sr. <br />Also Present: Mr. Fred M. Holycross, Director, Mr. James Pastor, <br />Administrative Assistant, Ms. Aladean DeRose, Deputy City <br />Attorney, Dave and Vicki Treat, "GranDesign," 1352 LWE. Mr. Kevin <br />Boughal, South Bend Tribune. <br />The Historic Preservation Commission was unable to conduct a <br />regular monthly meeting due to a lack of quorum. Instead, Mr. <br />Oxian chose to call a Committee of the Whole to discuss the COA <br />on the docket. The remainder of items scheduled were postponed <br />until the August, 1992 meeting. <br />III. COMMITTEE OF THE WHOLE <br />A. Certificate of Appropriateness <br />1. 1352 Lincolnway East -- LWE LHD <br />Mr. Pastor distributed photographs and introduced the COA <br />applicants, Dave and Vicki Treat of the firm GranDesign, <br />owners of the building. He then summarized the <br />staff report and reported that the structure had been converted <br />for use as a business with an apartment to be located on the <br />second floor. The proposal had eleven items; each were <br />discussed individually. <br />Proposal #1: Reroof flat sections of rear addition in-kind <br />(asphalt shingles). Mr. Pastor described this proposed change <br />as a "typical staff approval item" and recommended approval. <br />Mr. Eide inquired whether or not there were shingles on this <br />section of the roof. The applicants responded positively and <br />showed the commissioners the portion of the roof that needed <br />repair /replacement. <br />Ms. Sporleder explained that a near -flat roof such as this <br />required rolled- roofing to ensure against leakage. <br />Mrs. Sporleder moved to approve the proposal with the <br />1 <br />
