REGULAR MEETING March 23, 2020 <br /> REGULAR MEETING RECONVENED <br /> Be it remembered that the Common Council of the City of South Bend reconvened in the Council <br /> Chambers on the fourth floor of the County-City building at 7:20 p.m. Council President Tim Scott <br /> presided with nine (9)members present. <br /> BILLS —THIRD READING <br /> BILL NO. <br /> 13-20 THIRD READING ON AN ORDINANCE OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING <br /> ADDITIONAL FUNDS FOR CERTAIN <br /> DEPARTMENTAL AND CITY SERVICES <br /> OPERATIONS IN 2020 OF $500,000 FROM <br /> ECONOMIC DEVELOPMENT INCOME TAX <br /> (#408) <br /> Councilmember Karen L. White made a motion to adopt Bill No. 13-20. Councilmember Jake <br /> Teshka seconded this motion which carried by a roll call vote of nine(9) ayes. <br /> 15-20 THIRD READING ON AN ORDINANCE OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA AMENDING ORDINANCE <br /> NO. 10685-19, WHICH FIXED MAXIMUM <br /> SALARIES AND WAGES OF APPOINTED <br /> OFFICERS AND NON-BARAINING <br /> EMPLOYEES OF THE CITY OF SOUTH BEND <br /> FOR CALENDAR YEAR 2020, TO ADDRESS <br /> USE OF SICK LEAVE, PAY, AND <br /> TELEWORKING DURING DECLARED <br /> EMERGENCY SITUATIONS <br /> Councilmember Jake Teshka made a motion to adopt Bill No. 15-20. Councilmember Sheila <br /> Niezgodski seconded this motion which carried by a roll call vote of nine (9) ayes. <br /> RESOLUTIONS <br /> BILL NO. <br /> 20-05 A RESOLUTION ON BEHALF OF THE SOUTH <br /> BEND COMMON COUNCIL CONSENTING TO <br /> THE RENEWAL OR CONTINUANCE OF A <br /> DECLARATION OF A LOCAL DISASTER <br /> EMERGECY UNTIL THE NEXT REGULAR OR <br /> SPECIAL COMMON COUNCIL MEETING <br /> Councilmember Troy Warner, chair of the Health and Public Safety Committee,reported that they <br /> met this afternoon and send this bill to the full Council with a favorable recommendation. <br /> Councilmember Rachel Tomas Morgan, offices located on the 4ch floor of the County-City <br /> Building, South Bend, IN, served as a presenter for this bill. Councilmember Tomas Morgan <br /> summarized the main points behind the importance of this bill's passage. She referenced Indiana <br /> Code §10-14-3-29 regarding the rules and guidelines of local disaster emergencies. <br /> This being the time heretofore for Public Hearing on the above bill, proponents and opponents to <br /> this bill were given an opportunity to be heard. There were none. <br /> Councilmember Tim Scott commended Councilmember Tomas Morgan on her work on this <br /> legislation. <br /> 4 <br />
