White went on to speak about the Partnership Outlines and the next <br /> steps from the report. <br /> Committeemember Sharon L. McBride spoke in regard to being able to come up with tangible <br /> solutions to ensure that all neighborhoods have adequate funding. <br /> Councilmember Henry Davis Jr. asked a question regarding how a neighborhood is defined. <br /> Councilmember Rachel Tomas Morgan spoke in response to Councilmember Henry Davis Jr.'s <br /> question of how neighborhoods are defined, by offering a general map of South Bend <br /> neighborhoods that are available accessing the Saint Joseph County website for that information. <br /> Committee Chair Karen L. White turned the meeting over to Dan Parker, City Controller to give <br /> his 2020 Strategic Planning Initiatives Budget power point presentation, which can be obtained in <br /> the City Clerk's Office. <br /> Dan Parker,City Controller for the City of South Bend with offices on the 12th floor of the County- <br /> City building stated, basically, what this power point was is the representation on the <br /> recommendations that came out of the two (2) meetings that Councilmember Karen L. White <br /> talked about from last year,and how those recommendations were put into the 2020 budget. If the <br /> recommendation was around affordable housing or the need to expand the home repair program, <br /> what we tried to do is say what is the response, at least from a dollars perspective and then lets <br /> turn it over to the Community Investment folks who have to implement that. Mr. Parker went on <br /> to discuss specific numbers for street paving,plans for new neighborhood parks,public safety and <br /> wellness initiatives. <br /> Committee Chair Karen L.
