CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> are dealing with weather amnesty issues. So, I would like for our attorney to come up with the <br /> wording that is being suggesting to this Council to add along with this and we can proceed. <br /> Bob Palmer, Council Attorney, stated, Because of the tension between making the building look <br /> more presentable, yet maintaining the most possible funding for providing for the homeless, we <br /> had to have something that did not require the City to invest in an expensive replacement, but yet <br /> try to do something to make it look more presentable. The language that we came up with is at the <br /> end of section four (4), take out the period and add the following language; And with the <br /> understanding that the City will vigorously pursue reasonable options for façade improvements to <br /> this building. <br /> Pam Meyer, Director of the Department of Neighborhood Development for the City of South <br /> Bend, with offices on the 14th floor of the County-City building stated, We will be making the <br /> necessary changes needed to improve the façade of the building.Also, I'd like to say that the sheets <br /> and the blankets and the other things in front of the windows of the building are going to be <br /> removed and replaced with appropriate window treatments. <br /> Councilmember Jo M. Broden asked, Could someone please address the changes to the <br /> commitment number four (4)just for clarity and enforcement where we were going to define the <br /> wording, and staff? <br /> Mr. Wyatt replied, So, for the record, we will be adding this line to that, which refers to the <br /> Building Department and staff so that they will be able to enforce this. <br /> Councilmember Jo M. Broden asked,And the Administrator too? From the South Bend Plan once <br /> that takes effect, right? And that's on your end, right? To change that commitment? <br /> Mr. Wyatt replied, Yes, I will change that before it gets to the Board. <br /> Committee Chair Dr. Oliver Davis asked if there was anyone present from the public wishing to <br /> speak either in favor or opposition to Bill No. 19-56. <br /> Rolanda Hughes, 1029 Riverside Drive, South Bend, IN spoke on Bill No. 19-56. <br /> Seeing no one else from the public, Committee Chair Dr. Oliver Davis turned the meeting back to <br /> the Committee. <br /> Committeemember Dr.Oliver Davis made a motion for Bill No. 19-56 to be sent to the full Council <br /> with a favorable recommendation.
