ZONING AND ANNEXATION August 27,2012 <br /> 3:30 p.m. <br /> Committee Members Present: Oliver Davis, Dr. Fred Ferlic,Dr. David Varner, <br /> Gavin Ferlic <br /> Other Council Present: Tim Scott,Henry Davis,Karen White <br /> Others Present: Don Inks, Scott Ford, Gary Gilot, Mark Neal,Mike <br /> Mecham, Murray Miller,Aaron Perri <br /> Agenda: Bill No. 12-65 Special Exception 1120 Napier <br /> Bill No. 12-66 Howard Park Master Plan <br /> Oliver Davis, Chair of the Zoning and Annexation Committee, opened the hearing <br /> announcing that by the request of the petitioner, Bill No. 12-65 would be continued to the <br /> next meeting on September 10, 2012. <br /> Moving to the second item on the agenda, Oliver recognized Jitin Cain from the city's <br /> Economic Development Department to make a presentation of the Howard Park <br /> Development Plan, Phase II. <br /> Using both a handout and a power point presentation,Jitin proceeded to recount the <br /> charette process conducted over the past few years involving numerous public meetings <br /> with neighborhood residents and business owners primarily along Jefferson Blvd. <br /> Coming from that process came a plan that focused on new residential development on <br /> the recently cleared Transpo and Shumaker Construction sites along Northside Blvd., <br /> Businesses along Jefferson would be retained and existing residences in the area would <br /> be preserved. <br /> In the discussion that followed, Oliver Davis asked if any Councilmember's served on <br /> any planning committees. Jitin said that while there were none formally on any <br /> committee the planning sessions were posted and open. Oliver said an at-large and the <br /> district Councilmember should have been invited to sit on the committee. <br /> Karen White asked if the East Bank Plan and the Howard Park Plan were in concert. Jitin <br /> said they were. Henry Davis cautioned that the arterial streets bordering the area,namely <br /> Jefferson and Eddy should remain free-flow without attempts to "calm"traffic. <br /> David Varner asked about the RFP process for the Transpo property wondering what the <br /> financial aspects would amount to in terms of infrastructure investment. Tim Scott <br /> suggested the new residential area be designed for a socio-economic mix rather than all <br /> high end. <br />
