RESOLUTION NO.228-12 A RESOLUTION OF THE AREA PLAN COMMISSION OF ST.JOSEPH COUNTY,INDIANA, APPROVING THE HOWARD PARK NEIGHBORHOOD MASTER PLAN,SOUTH BEND,IN WHEREAS,the City of South Bend,Indiana(the"City"),recognizes the need to improve and develop the Howard Park neighborhood through strategic planning;and WHEREAS,the City through its Redevelopment Commission(the"Commission")and Holladay Properties have undertaken the responsibility to prepare a Master Plan for the Howard Park Neighborhood of South Bend; and WHEREAS,the Howard Park Neighborhood Master Plan is comprised of those properties that lie within the following boundaries: St.Joseph River to the West,Jefferson Blvd on the North,Eddy St.to the East,and the St.Joseph River&Eddy St.to the South; and WHEREAS,the Howard Park Neighborhood Master Plan is a strategic development plan that was created with input from a variety of stakeholders,including Howard Park Neighborhood residents and businesses;and WHEREAS, the Howard Park Neighborhood Master Plan contains a detailed land use plan for the development of the area with public and private sector investment opportunities and a projected development schedule; and WHEREAS,the St.Joseph County Area Plan Commission(the"Plan Commission")is the body charged with the duty of developing a general plan of development for the City;and WHEREAS, on August 16,2012,the Commission,the governing body of the City of South Bend,Indiana,Department of Redevelopment, approved and adopted its resolution,entitled"Resolution of the South Bend Redevelopment Commission Amending the Development Plan for South Bend Central Development Area for the Howard Park Neighborhood"(the"Declaratory Resolution");and WHEREAS,the Declaratory Resolution approves an amendment(the"Plan Amendment")to incorporate the Howard Park Neighborhood Master Plan into the redevelopment plan(the"Original Plan")for the South Bend Central Development Area(the"Area"),(the Original Plan,as amended by the Plan Amendment,shall hereinafter be referred to as the"Redevelopment Plan");and WHEREAS,the Commission has submitted the Declaratory Resolution and the Plan Amendment to the Plan Commission for approval pursuant to the provisions of Indiana Code 36-7-14,as amended(the "Act"),which Declaratory Resolution and Plan Amendment are attached hereto and made a part hereof; and WHEREAS,pursuant to the provisions of the Act,the Plan Commission desires to issue its written order approving the Declaratory Resolution and the Redevelopment Plan,including the Plan Amendment. i BDDBOI 5268508v2
