ar i of 1 , r � I i City of South Bend RE: Western Ave Delays We have encountered the following delays and are requesting all these days for an extension: 1) November 11,12,13 & 21 we had rain and snow days, soils could not be disturbed or concrete placed = 4 days 2) Crews had winter conditions (16 days, see attachment) of winter weather slowing them down and the concrete setting has been slowed by the colder temps. Concrete crews having to put blankets on and take off the blankets and crews wearing heavier gear for the cold has slowed production. 16 days x 3 hours per day = 48 hours at 8 hrs day = 6 days 3) The NIPSCO gas line encountered delayed work in the area at Lake Street until their line was re- routed in November, the mainline concrete roadway could not be poured until this was completed. = 12 days 4) The extra time for the AEP duct bank encountered at Lake Street = 1 day 5) The added concrete to install at the grass islands next to handicap ramps along with the added walk on Lake south of Western = 1 day Total days so far from list above: 24 days Due to the unanticipated delays we expect our intermediate completion date of Dec 27, 2019. We anticipate to open Western Ave for traffic in both directions on December 16, 2019 as discussed at our weekly meeting on 12/4/19 and provided AEP has removed their utilities as planned. We are working hard and continuing to work through the cold and rain days to gain on completion until weather does not allow progress. For in the spring of 2020. Since the project encountered extra work and time delays, the permanent striping had to be put off until the temperatures reach 50 degrees and dry in the spring. The temporary markings will be removed and install the epoxy and thermoplastic markings once the temperatures allow. This work will take 3-4 good weather days in April of 2020 along with the punch list work. We are requesting 38 days in starting in April 2020 to complete this spring work which includes added days due to the uncertainty of weather conditions during a normal April. INDOT anticipates 18 days in April for weather, see attached weather for April last year showing 10 days. We suggest meeting in the middle with 14 days for the weather conditions. The approval request submitted will eliminate the potential for liquidated damages until May 7, 2020. Final costs for winter conditions are not know at this time as they are still accumulating and the project team has been notified.
