OPT/ON C <br />Verification techniques involve utility whole building meter analysis, reviewing overalll <br />energy use, and identifying the effects of energy projects an a facility. Energy use before <br />and after a retrofit project is compared to determine savings. The measurement of <br />energy consumption and the cost savings associated with installed energy management <br />equipment are a comparison between the energy consumed during the, current calendar <br />period and the baseline calendar period. It consists of only the energy bills applicable to <br />the buildings under energy management. Once the program is in place, energy use is <br />taken from current utility bills. <br />OPT/ON D <br />Computer models are developed that use simulations of baseline and post -installation <br />energy use to determine savings. <br />For this project we would recommend using Option A. We would measure the output <br />of the solar array for two years minimum. If after two years the output does not meet or <br />exceed the guarantee amount, then additional years of measurement will be performed <br />until two consecutive years of output meets or exceeds the guarantee. In this way, South <br />Bend can be certain that the guarantee is met, and the project is riot burdened by ongoing <br />measurement &verification that isn't needed. <br />Stipulated Savings <br />We understand the reluctance to accept stipulated savings by our customers and avoid <br />them except in cases where it makes sense. An example of this would be the savings from <br />reduced bulbs and ballast replacement after a lighting retrofit to long life LED fixtures, <br />Because it would be a burden on the customer to track the bulbs and replacement costs <br />that were saved, we generally agree up front to the savings this would generate. For now, <br />this project doesn't include such measures and therefore we do not anticipate stipulated <br />savings on this project. <br />Mialy M-1 I <br />Example of Project performance and savings report to customer (next page): <br />
