Mr. Murray Miller, Applicant, stated in the past three (3) years he has had <br />issues closing Orange Street for his Back to School event. He stated the request is for safety of <br />children crossing the street from the church to the park. Mr. Miller stated when he looks at all the <br />other streets that are closed without a problem, like Western Ave., he feels this is an issue of the <br />zip code. Mr. Miller stated the event is a public event with a back to school rally giving out <br />school supplies, with a job fair with Police and Fire Departments. Sergeant Brad Rohrscheib, a <br />member of the Special Events Committee, presented the Board with a map of what is proposed <br />by the committee versus what was requested. He noted what he offered is two traffic <br />enforcement units with lights on to stop traffic in both directions at Adams St. and Orange St. to <br />assist with groups crossing. He noted Orange Street is a major traffic route and if closed, traffic <br />would be diverted to Linden Street which is where the children would be crossing. He noted his <br />offer of volunteers there to help them cross rather than placing cones, which can be moved, or <br />cars can drive around, is safer. Sergeant Rohrscheib stated he thought this was a better solution <br />than detouring traffic down a residential street and placing cones that cars can drive around. The <br />Street Department also noted if a semi -truck comes down Orange Street, the detour will not be <br />possible for them and they will be stuck. Attorney McDaniels read through Chapter 14 of the <br />Municipal Code, pointing out it gives the Special Event Committee authority to issue permits <br />and determine appropriate terms and conditions for events, and empowers them to require a <br />review of crowd security and traffic plans and to reject and offer safety plans.
