Did you want to have a pre-public meeting? <br /> Committeemember Dr. Davis stated, To avoid a back and forth here, I would like for our Clerk's <br /> team and our Legal team, can you send the minutes of those meetings? There is no need to rehash <br /> those meetings with everyone here. I'm not going to do that. That is kind of insulting. No, it is <br /> insulting. So, the minutes of those minutes we had, can you send them to the Council and the <br /> Administration so that I won't have to go back through all of that? Everybody yielded their time <br /> and let me ask a lot of questions about that. Do you remember that night? I'm not going to go back <br /> through all that. <br /> Councilmember Jake Teshka interjected, I would like to try and clarify. The request you are <br /> making is somewhat similar to the meeting that took place regarding the Food and Beverage Tax? <br /> Committeemember Dr. Davis replied, That is one hundred percent(100%) correct. <br /> Councilmember Teshka followed up, So what Councilmember Dr. Davis is talking about is <br /> bringing together the County, the City, Mishawaka as well, and everyone to the table. <br /> Committeemember Dr. Davis stated, That is all I was asking. <br /> Mr. Horvath replied, I apologize. I misunderstood. <br /> Council President Tim Scott stated, Councilmember Dr. Davis, I can work on that. We did have <br /> timing issues with all of that. This was to reset and see where we are at, and then we can build <br /> momentum again. <br /> Councilmember Dr. Davis stated, That's cool. I'm at peace. <br /> Committee Chair Broden asked, With regard to the Phase One (1) study and those results about <br /> the downtown South Bend location, was there an initial assumption built into that, that actually <br /> contemplated the co-location and using Northfolk Southern right-of-way? <br /> Mr. Horvath replied, In that initial phase, the cost was over$100 million, including bringing it to <br /> grade, which is what we are talking about now. We knew that it would be a game changer if we <br /> could use existing right-of-way because it would significantly cut those costs down. But no, we <br /> did not include those in the initial phase and analysis. The analysis that has been done is for the <br /> one(1) we are reviewing right now which is bringing it down to grade at South Street. <br /> Committee Chair Broden followed up, So,my take away is that cost will go up? <br /> Mr. Horvath replied, That included, outside of using Northfolk Southern, and coming down at <br /> grade at South Street. So, that was already contemplated at that amount. So, it should be in that <br /> ball park,but we need to understand those are really broad stroke estimates.
