JOSEPH <br /> COUNTY AREA PLAN COMMISSION <br /> APPROVING CERTAIN DECLARATORY <br /> RESOLUTIONS AND AMENDED AND <br /> RESTATED DEVELOPMENT PLANS FOR THE <br /> RIVER EAST DEVELOPMENT AREA, THE <br /> RIVER WEST DEVELOPMENT AREA, THE <br /> WEST WASHINGTON CHAPIN <br /> DEVELOPMENT AREA, AND THE <br /> SOUTHSIDE DEVELOPMENT AREA <br /> ADOPTED BY THE SOUTH BEND <br /> REDEVELOPMENT COMMISSION <br /> Councilmember Gavin Ferlic, chair of the Community Investment Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> Tim Corcoran, Director of Planning for the Department of Community Investment with offices <br /> located on the 14th floor of the County-City Building, South Bend, IN, served as the petitioner for <br /> this bill. Mr. Corcoran stated, Tonight, I want to present to you our TIF District adjustments and <br /> our development plans we've been discussing since October of last year. What I want to talk to <br /> you about are the areas we are adjusting,why we are adjusting those,where we are adjusting those, <br /> what the development plan updates are, and then the process and timeline of this. So, the purpose <br /> for adjusting, and the over objective, is that by adjusting the TIF boundaries, it is possible for the <br /> City to be more forward-looking to fund future priorities and planning initiatives in the added <br /> areas, as plans are developed. Such priorities include infrastructure, community assets, and <br /> development projects. I will get to some of those in a second. The TIF District boundary <br /> adjustments we are looking to make, first (15t), I want to show, this is the City boundary <br /> (referencing a slide in a presentation which is available in the City Clerk's Office). This is to help <br /> us place where the adjustments are made. Here are our major streets and arteries. Those are the <br /> five(5)TIF Districts that currently exist and the four(4)we are amending are the River East,River <br /> West, South Side Development Area and the West Washington Chapin Development Area. The <br /> Douglas Road Development Area, we are not looking to amend in any way. <br /> Mr. Corcoran continued, Currently, the TIF within the City represents forty-three percent (43%) <br /> of the City. With the proposed adjustments, that will be reduced to forty-one percent (41%) of the <br /> City, in terms of acres. That means we are adding about eight hundred and seventy-nine (879) <br /> acres and we are removing 1,468 acres. Also, within this, we are transferring parts of one (1) TIF <br /> District into another. One(1)of the places we are doing this is,number one(1),we are transferring <br /> 6 <br />
