REGULAR MEETING April 8, 2019 <br /> the energy and the different projects that are going in the northwest section of our City, I mean, <br /> the right location with the right infrastructure can really do a lot to a community. I think, as a <br /> Council, our conversations have been elevated and our awareness by the public who has come <br /> forward who are in proximity to these locations, you know, asking for additional support. So, I <br /> think working together, you know, we can check off a lot of positives related to using this tool. <br /> But, it also spurs additional conversations about doing this in the right way that compliments a <br /> community. One (1) of the things that I really love about this batch of abatements is that those <br /> conversations have been teed up and they've been, you know, had and they will be ongoing. <br /> Several of the petitioners have a proven track record and the process where we evaluate these on <br /> an annual basis, did you come before us with something before us in the past? Did you hit your <br /> goals and your objectives, relative to all of these benefits? It really helps us make our decisions <br /> much more easily, knowing that it is a sure bet that these will succeed. I'm really grateful for all <br /> of the conversations about benefits, both local and broader. <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 19-18. Councilmember Karen White <br /> seconded this motion which carried by a roll call vote of nine (9) ayes. <br /> Councilmember Regina Williams-Preston made a motion to hear together, for purposes of public <br /> hearing, Bill Nos. 19-20 and 19-24. The company I work for, I am the Director of Material Management <br /> and Purchasing and Chase Plastic is a wonderful supplier of ours. I am doing this for transparency. <br /> While I don't benefit directly from any financial gains from the business of Chase Plastic, I will <br /> abstain from this vote. <br /> Dan Buckenmeyer, Director of Business Development for the Department of Community <br /> Investment with offices located on the 14th floor of the County-City Building, South Bend, IN, <br /> served as the presenter for this bill. Mr. Buckenmeyer stated,Bill No. 19-20 is a personal property <br /> tax abatement for Chase Plastics. They have been in South Bend for several years. They were an <br /> early resident of Portage Prairie. They are doing a significant expansion of their warehousing <br /> facility there. So, there are two (2) sides to this as the two (2) resolutions imply. One (1) is the <br /> personal property tax abatement, giving them a break on the purchase of capital equipment. They <br /> will be making an $823,000 investment in machines, storage, racking and so on. It will add <br /> additional jobs. They will retain nineteen (19)jobs and add twelve (12) additional jobs in part of <br /> 8 <br />
