CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> needs, but it is too bad we can't somehow, and maybe it's an impossible task, I don't know, but it <br /> is too bad we can't put our heads together with the County and make sense of this for everybody <br /> and upgrade it together. I like the idea of things coming together and, these are all pipe dreams I <br /> suppose, but intergovernmentally, it would be nice if there was one (1) Human Resources <br /> Department for the entire County. It would be nice if there was one(1)purchasing department and <br /> things like that. So,when I see things fragmenting, like in this case, instead of coming together the <br /> way the Building Department would, I wonder if we are missing an opportunity or if we are <br /> stepping back. <br /> Mr. Corcoran replied, Yeah, and I appreciate that perspective. I think in some ways, it allows us <br /> departments to refocus in a way that allows us to do the things we do best for the communities that <br /> we directly serve. <br /> Committee Chair Davis interjected, I would say, I concur with a lot of things Councilmember <br /> Voorde just shared. I mean, I've served on that Committee for the last five(5)years of my life and <br /> I've gotten some grey hairs from that Committee but at the same time it's been highly enlightening, <br /> more than probably almost anything else on the Common Council. I really appreciate it hearing <br /> from the County people and some of the other cities. You really get a flavor of how we all fit into <br /> the same picture. I know Mishawaka has their own, there are a lot concerns I have with that. I <br /> don't really see, personally, the outcry for it. I see where we can do all of these things and still <br /> have it. I was trying to be in my best mind when I first(1st)heard it to see how this rolls but I don't <br /> necessarily see the big push because having the value from the McNamara's and that whole crowd, <br /> you're talking about forty (40) plus years of experience of what they have had. Each one (1) of <br /> these guys have been there and the ladies that are there, it's been amazing to hear their input. And <br /> so, it's not that we can't choose some of them. You know,to have it only South Bend people, boy, <br /> I feel like there is a going to be a drop off of expertise that comes in,depending on how it's chosen. <br /> So, I concur with where you are with that. <br /> Committeemember Voorde stated, I have one (1) quick question for Larry. You've been at this a <br /> lot of years. Do you share any of these concerns or viewpoints? <br /> Larry Magliozzi, Director of the Area Plan Commission with offices located on the 11th floor of <br /> the County-City Building, clarified, Specifically and relative to what? <br /> Committeemember Voorde followed up, Well, just the overall fragmentation. I think everyone <br /> would concur we need to update the zoning ordinance and the process we have to make it more <br /> expeditious for economic development and all those kinds of good things but, I don't know. It's <br /> just an uncomfortable feeling on my part that it may be a step in the wrong direction. <br /> Mr. Magliozzi replied, I don't know if I would couch it in a wrong or a right direction. The Area <br /> Plan Commission is a voluntary membership. You have to go back to the mid 1960's on why you <br /> created the Area Plan Commission. We all know what was happening back then that prompted that <br /> to happen. <br /> Committee Chair Davis interrupted, Some people may not know. What was that, in a nut shell? <br /> Mr. Magliozzi replied, Well, I was still in grade school, too.
