CITY OFSOUTH BEND OFFICE OF THE CLERK <br /> Mr. Horvath replied, It is somewhat localized to certain areas, and the Midwest is the largest area. <br /> We have one-hundred five (105) communities in Indiana alone, but nationwide there are over <br /> seven-hundred(700) communities with Long Term Control Plans, so there are quite a few people <br /> going through it, but they are mostly in the Midwest, with a couple on the east coast. There are a <br /> lot of places in the country that don't have this issue at all because they don't have combined <br /> sewers, so their Senators or Congress people don't care about it so much. <br /> Mayor Buttigieg stated,This is a hot topic in the U.S. Mayor's Water Council,too. I've found that <br /> there are three(3)kinds of mayors. There are California mayors that don't have any water,Florida <br /> mayors that are dealing with sea level rise, and Midwest mayors who have CSO problems. They <br /> can be a great resource, too,regarding gathering data and engaging Congress. <br /> Kieran Fahey,Director of the Long-Term Control Plan with offices on the 13th floor of the County- <br /> City Building, stated, The objective of the Long-Term Control Plan, specifically, is to reduce the <br /> frequency and impact of combined sewage into the river. (Referring to his presentation available <br /> in the City Clerk's Office), he outlined the scenario where the pipes would potentially overflow <br /> into the river. He stated, It is a combination of storm water and sewage, and it would flow directly <br /> into the river. When the treatment plant was built, we intercepted the sewer line and brought that <br /> material to the treatment plant for treatment. Since then, there have been massive improvements <br /> in water across the country, but the CSO problem really came to the front in the 1990's with the <br /> CSO Policy. The CSO Policy was technically read into the Clean Water Act, so it is technically <br /> law. We are trying to come into compliance with the CSO Policy, and in order to do that we have <br /> a consent decree(an agreement/court order)and within that there is a Long-Term Control Plan and <br /> that is a set of prescribed projects that says we shall do these projects to come into compliance and <br /> that's where we're at. He then referred to a graphic of the Long-Term Control Plan on the <br /> presentation. <br /> He continued, Phase One (I) represents about twenty percent (20%) of the work, Phase Two (II) <br /> represents about eighty percent(80%) of the work and the budget. Phase I included improvements <br /> at the treatment plant and then some small sewer separation projects. Phase Two (II) is more <br /> impactful in a positive and a negative way. You'll notice a lot of names of the parks: Leeper Park <br /> and Howard Park, so it is impactful in that we'll be catching that CSO before it goes to the river, <br /> but also the impact on the parks especially in relation to the destruction of the infrastructure and <br /> temporarily we would have to build facilities on these parks. <br /> He went on, Also, there are seven (7) storage tanks, and two (2) tunnels. One (1) is more or less a <br /> tunnel and the other is a parallel interceptor which runs parallel to the existing interceptor. The <br /> work that has been completed so far, almost$150 million has been spent so far on this work, $114 <br /> million on major projects in the fields and the collection system, and then $34 million at the <br /> treatment plant as well. This does not include the Smart Streets work that was completed recently. <br /> Part of that was doing things that were beneficial like the porous pavers and the sewer upgrades. <br /> Referring to the presentation, Mr. Fahey stated, Essentially, the colors are coded so the numbers <br /> are actually outfalls, and they would all go into a tank that is the same color as the name, for <br /> example you see Randolph and Sampson, everything that is that luminous green belongs together. <br /> Leeper Park is the brown one (1), and the storage conduit is the pink line and the parallel <br /> interceptor is the line that runs from Brownfield Park up to the treatment plant. We have a lot of <br /> infrastructure throughout the City. It is expensive and quite disruptive.
