CITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> they won't have issues and they will get it and it is pretty simple. We are looking at ways of doing <br /> this down the road and those doing the right job have an easier time than those not doing the right <br /> job. The other thing is there are times,and I'm a big critic of Code at times,but we give everybody <br /> the second(2nd) chance. We are going to be at a Code hearing tomorrow for someone that has two <br /> (2)years to clean up their act and it still isn't done. One(1)other thing for landlords to think about <br /> is some of this stuff like lead with the house, that is a federal law. That is on the books and people <br /> should be notified if they are moving into a house with lead. How many are doing that? That is a <br /> question you need to ponder.This is bringing some of this to the forefront. We are looking at long- <br /> term ways of taking care of that and this is one (1) of the steps. I appreciate all the feedback and <br /> we take all of that into consideration. <br /> Committee Chair Broden stated, I have a few announcements from Health and Public Safety. The <br /> Council passed a Hate Crime and Biased Crime Resolution on behalf of the City of South Bend. <br /> There is information about the statewide campaign on that. In addition to the information here, <br /> there will be a folder on the Clerk/Council website that contains the relevant information such as <br /> letters of support and fact sheets.The third(3`d)piece is we are looking for involvement for a local <br /> event to get general awareness out about that issue. We are looking at that for no other date than <br /> Valentine's Day, so, February 14th. There will be more information out about that. Up and coming <br /> items, I know we are looking at a rewrite of the South Bend Animal Care and Control Ordinance, <br /> if staff could share a little bit about that before you leave, I would appreciate that. <br /> Ms. Skibins stated, Currently, we are going through the proposed ordinance with the Animal Care <br /> and Control Commission. So,that is where we are at right now. <br /> Committee Chair Broden followed up,And people can connect up to that most easily by attending <br /> those monthly meetings. <br /> Ms. Skibins stated, The next one is at 6:30 p.m. tomorrow on the thirteenth (13th) floor of the <br /> County-City Building. <br /> Committee Chair Broden followed up, I would also like to cue to another ongoing effort. <br /> Councilmember White, could you do a little bit of announcement on Not In Our Community? <br /> Councilmember White stated, About two (2) years ago, community leaders along with our Mayor <br /> in January 2017 experienced three (3) young males while they were coming out of a program. <br /> They were on the ground and foaming at the mouth. They had to call emergency assistance for <br /> these young individuals. It was in regard to what our community had and continues to experience <br /> which is the sale of synthetic drugs. For two (2) years, a group of community leaders have come <br /> together under Not In Our Community. We have addressed this issue on different levels in terms <br /> of working with our religious communities,our schools,and throughout the community to educate <br /> and share with the community that we will not tolerate the sales of these drugs in our community. <br /> We've been working with a number of the local businesses as well as continuing to work with our <br /> State representatives. There is information on our website along with three (3) or four (4) videos <br /> that really illustrate the impact of synthetic drugs on our youth. But also, we have received <br /> statistical data from Beacon Health Systems that shows the number of different individuals who <br /> have been in the emergency room, all ages and race, due to taking synthetic drugs.
