REGULAR MEETING FEBRUARY 12, 2007 <br />Councilmember Dieter, Chairperson, Community and Economic Development <br />Committee, reported that this committee held a Public Hearing on this bill this afternoon <br />to hear the pros and cons and voted to send it to the full Council with a favorable <br />recommendation. <br />Mr. Bill Hollingsworth, Equal Development, LLC, 12873 Tradd St. 3A, Carmel, Indiana, <br />made the presentation for this bill. <br />Mr. Hollingsworth advised that Equal Development intends to construct a 208-unit, <br />multi-family housing project which contains two-story brick buildings featuring one, two, <br />three, and four bedroom units. Each unit will provide residents with afull-size washer <br />and dryer, exterior storage, patios or balconies, walk-in closets, built-in dishwasher, <br />window blinds, wall-to-wall carpeting, central air, garbage disposal, cable hook-ups, and <br />high-speed Internet access in each unit. Each unit will also have afirst-floor exterior <br />entrance; garages and carports will be available to residents for a rental rate. The <br />community will feature a large clubhouse with managers' offices, community room, <br />community TV with cable, fitness room, computer room, and a kitchen area. The total <br />estimated cost of the project if $11,272,461. <br />A Public Hearing was held on the Resolution at this time. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember White made a motion to adopt this <br />Resolution. Councilmember Kirsits seconded the motion which carried and the <br />Resolution was adopted by a roll call vote of eight (8) ayes. <br />RESOLUTION NO. 3704-07 A RESOLUTION OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA DESIGNATING <br />CERTAIN AREAS WITHIN THE CITY <br />OF SOUTH BEND, INDIANA, <br />COMMONLY KNOWN AS 211 NORTH <br />EDDY STREET AN ECONOMIC <br />REVITALIZATION AREA FOR <br />PURPOSES OF AN THREE (3) YEAR <br />REAL PROPERTY TAX ABATEMENT <br />FOR THE SOUTH BEND CLINIC <br />WHEREAS, a petition for real property tax abatement has been filed with the City <br />Clerk for consideration by the Common Council of the City of South Bend, Indiana <br />requesting that the area commonly known as 211 N. Eddy Street, South Bend, Indiana, <br />and which is more particularly described as follows: <br />PARCEL I: Apart of the East Half of the Northeast Quarter of Section <br />12, Township 37 North, Range 2 East, of the Second Principal Meridian, <br />Portage Township, City of South Bend, St. Joseph County, Indiana, and <br />described as Lots 1 through 14, all inclusive, as shown on the recorded <br />Plat of Christiana Hall's Subdivision, together with 14.00 feet vacated <br />alley lying North/South and East/West as shown on the drawing, more <br />particularly described as follows: Beginning at the intersection of the <br />North right-of--way line of Colfax Avenue (U. S.
